I would like to take a few moments to place those suggestions on the record tonight. First, I unreservedly support the risk management program that was designed and proposed by the Ontario White Bean Producers' Marketing Board; the Ontario Canola Growers' Association; the Ontario Coloured Bean Growers' Association; the Ontario Corn Producers' Association; the Ontario Soybean Growers; the Ontario Wheat Producers' Marketing Board; and, finally, the Seed Corn Growers of Ontario.

Believes that egg producers and Member States that have made the effort to comply with Directive 1999/74/EC should not be penalised through unfair and illegal competition, in particular in the form of eggs and egg products imported from third countries; emphasises that eggs not produced in compliance with Directive 1999/74/EC cannot be legally marketed or be part of internal trade in the EU; urges the Commission, therefore, to take measures to avoid trade distortions and prevent non-compliant producers from exporting beyond their national territory;
8. estime que les producteurs d'œufs et les États membres qui se sont efforcés de se mettre en conformité avec la directive 1999/74/CE ne devraient pas être pénalisés par une concurrence déloyale et illégale, notamment sous la forme d'œufs et d'ovoproduits importés de pays tiers; souligne que les œufs non produits dans le respect de la directive 1999/74/CE ne peuvent être légalement commercialisés ou faire partie des échanges à l'intérieur de l'Union européenne; presse donc la Commission de prendre des mesures pour éviter que soit faussé le jeu de la concurrence et empêcher les producteurs qui ne sont pas en règle d'exporter au-delà de leur territoire national;

3. So as to maintain a level playing field in the EU egg market, how will the Commission ensure that eggs produced in systems not compliant with the legislation in force are not placed on the EU market?
3. Dans le souci de maintenir des conditions identiques pour tous sur le marché des œufs de l'Union européenne, comment la Commission garantira-t-elle que les œufs produits dans le cadre de processus non conformes à la législation en vigueur n'arriveront pas sur le marché de l'Union?

– With the adoption of this resolution, the EP calls on the Commission to maintain the requirement for a ban on battery cages by 1 January 2012, as laid down in the Welfare of Laying Hens Directive (1999/74/EC), and strongly to oppose any attempts by Member States to secure a deferral of that deadline; it stresses that, as a matter of principle, postponement of the ban, or derogations from it, would seriously harm the welfare of laying hens, distort the market and penalise those producers who have already invested in non-cage or enriched cage systems; and it expresses its deep concern at the substantial numbers of Member States and egg producers behind schedule for meeting the 2012 deadline.
– (EN) En adoptant cette résolution, le Parlement européen demande à la Commission de maintenir l’exigence d’une interdiction des cages non aménagées à dater du 1er janvier 2012, ainsi qu’il est prévu dans la directive relative à la protection des poules pondeuses (1999/74/CE), et de s’opposer fermement à toute tentative des États membres d’obtenir un report de ce délai. Il souligne que, sur le plan des principes, le report de l’interdiction ou les dérogations à celle-ci porteraient gravement préjudice au bien-être des poules pondeuses, perturberaient les marchés et pénaliseraient les producteurs qui ont déjà investi dans des systèmes sans cages ou avec cages aménagées. Et enfin, il dit sa profonde inquiétude face au nombre considérable d’États membres et de producteurs d’œufs qui ne sont pas dans les temps pour respecter l’échéance de 2012.

J. whereas the poultry and egg producing sector does not receive EU subsidies under the first pillar of the CAP and has been facing a severe market crisis over the last few years, including recent substantial increases in feed prices, whilst having to comply with EU animal health and welfare standards which are amongst the highest in the world,
