Welcomes the initiative of the French Presidency on the European Pact on Immigration and Asylum in so far as it promotes a coherent and balanced approach to migration in its twofold objectives of providing legal channels of migration while at the same time tackling illegal migration; in this context believes that a common immigration policy should be based on the assumption that migrants are individual members of society and potential citizens; takes the view that, in addition, Member States should try to put in place clear, effective policies for social inclusion and integration; considers, therefore, that the Pact needs to be accompanied by concrete legislative proposals;

Within the framework of these reflections, a first issue is the potential of migrants’ remittances and, in particular, how to reduce the transfer costs of migrant workers’ remittances and to examine ways of encouraging development-oriented investment.

While these initiatives are important, they should be accompanied by measures that address the potentially discriminatory behaviour, attitudes or practices of the majority of the population, which can prevent a migrant or member of an ethnic minority from accessing a job or service or training course irrespective of his or her qualifications, experience or language ability.

26. demande au Conseil et à la Commission que le prochain élargissement ainsi que ses effets possibles sur le marché du travail des États membres soient pris en considération dans le cadre de la planification de la politique d'immigration et qu'à titre de mesure d'accompagnement, soit établie une coopération avec les pays d'origine des migrants potentiels, qui permette de les informer sur les possibilités et les besoins réels des pays membres de l'Union; demande également que des stratégies soient mises en œuvre afin de lutter contre l'immigration illégale;

It would entrust to the twelve national central banks the task of implementing the monetary policy decided by its Council and its Board; - a regular dialogue between EuroFed and those responsible for economic policy in the Community with a view to promoting consistency between internal monetary policy and external exchange-rate policy and coordinated economic policies; - a single currency, the ecu, to exploit to the full the potential benefits of the single market and monetary union; - a sustained drive, within the framework of economic union, to exploit the achievements of the single market and to continue to improve the competitiveness and dynamism of the Community economy; - in the budgetary policy field, a system of coordination and voluntary constraints designed to guarantee both consistency with the stability-oriented monetary policy and a satisfactory overall policy-mix, accompanied by selective reinforcement of the Community budget's role in order to contribute to macroeconomic convergence and cohesion.
