IN-CONTEXT TRANSLATIONS

33. In the context of a formal agreement between the EU and the OSCE, calls for serious reflection on how the EU can take on greater responsibilities and participate more efficiently in achieving joint objectives, for which implementing a mechanism of permanent , agreeing on joint initiatives and coordinating local activities may be appropriate instruments; calls on the EU and its Member States and the OSCE Permanent Council to jointly develop a mechanism aimed at enhancing cooperation, coordination and consultation between the two organisations; given, also, that Article 220(1) TFEU explicitly added the OSCE to the list of international organisations with which ‘appropriate forms of cooperation’ are to be established, emphasises the need for the VP/HR to coordinate the position of the EU Member States on OSCE matters; emphasises the need to establish effective cooperation mechanisms in the field of election missions between the OSCE Parliamentary Assembly and the European Parliament with a view to overcoming some of the shortcomings that have arisen on certain occasions;
33. appelle de ses vœux, dans le cadre d'un accord formel entre l'Union européenne et l'OSCE, une réflexion poussée sur la façon dont l'Union européenne peut prendre une part plus active et mieux coopérer à la réalisation des objectifs communs, sachant que la mise en place d'un mécanisme de dialogue permanent, la décision de prendre des initiatives communes et la coordination d'activités sur le terrain peuvent constituer, à cet égard, des instruments appropriés; demande à l'Union et à ses États membres ainsi qu'au Conseil permanent de l'OSCE de développer conjointement un mécanisme destiné à améliorer la coopération, la coordination et les consultations entre les deux entités; souligne la nécessité que la Haute Représentante / Vice-Présidente de la Commission de coordonner les positions des États membres de l'Union sur les questions liées à l'OSCE, étant donné également que l'article 220, paragraphe 1, du traité FUE ajoute explicitement l'OSCE à la liste des organisations internationales avec lesquelles "toute coopération utile" doit être établie; souligne la nécessité d'établir des mécanismes de coopération efficaces dans le domaine des missions électorales entre l'Assemblée parlementaire de l'OSCE et le Parlement européen, en vue de surmonter certaines limites qui apparaissent à certaines occasions;

sharing the serious reservations expressed by the OSCE in relation to the politically homogeneous composition of the Media Authority and Media Council, the timeframe, the exertion of a pervasive and centralised governmental, judicial and political control over all media, the fact that the most problematic features of the legislation contravene OSCE and international standards on freedom of expression, for example by doing away with the political and financial independence of public-service media, the scope of the regulation (material and territorial), and the decision not to define key terms, making it impossible for journalists to know when they may be breaking the law,

Takes note of the OSCE's efforts in Kyrgyzstan, showing its potential to respond promptly to crisis situations where it has a presence on the ground; welcomes, to this end, the OSCE Permanent Council Decision of 22 July 2010 to deploy a Police Advisory Mission; stresses that the ongoing instability of this country requires a stronger and more substantial international presence, aimed at assisting and supporting local forces and enhancing police action; considers that the OSCE could play a leading role in Central Asia and restore its role in Georgia; deplores the fact that Police Advisory Mission has not been deployed as planned at the beginning of September 2010, due to resistance from the Kyrgyz Government; urges the OSCE member states and the Kyrgyz Government to allow the immediate deployment of neutral and international police forces in the country, to significantly increase the number of personnel deployed and to make sure that its mandate is executive instead of purely advisory;

Urges Russia to provide unhindered access to the North Caucasus for international human rights organisations, the media and international governmental institutions, such as the Council of Europe, the International Committee of the Red Cross, the OSCE and the UN; furthermore, calls in particular on the competent authorities to create circumstances that allow Memorial and other human rights organisations fully to resume their activities in the North Caucasus in a safe environment;
