Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

The Commission should be empowered to adopt delegated acts in accordance with Article 290 TFEU in order to determine the rules for the calculation of the interest rate to be applied in the event of a decision on the recovery of misused amounts from the Fund and to guarantee the rights to good administration and of access to documents of beneficiaries in procedures in respect of such a recovery; determine the type of contributions to the Fund and the matters for which contributions are due, and the manner in which the amount of the contributions is calculated and the way in which they are to be paid; specify registration, accounting, reporting and other rules necessary to ensure that the contributions are paid fully and in a timely manner; determine the annual contributions necessary to cover the administrative expenditure of the Board before it becomes fully operational; determine the contribution system for institutions that have been authorised to operate after the Fund has reached its target level; determine the criteria for the spreading out in time of the contributions; determine the criteria for determining the number of years by which the initial period for reaching the target level can be extended; determine the criteria for establishing the annual contributions when the available financial means of the Fund diminishes below its target level after the initial period; determine the measures to specify the circumstances and conditions under which ex-post contributions may be temporarily deferred for individual institutions; and determine the detailed rules for the administration of the Fund and general principles and criteria for its investment strategy.

(Le document est déposé) Question n 612 Mme Kirsty Duncan: En ce qui concerne les changements apportés aux programmes de l’environnement à la suite des annonces faites dans le cadre du Budget de 2012: a) en précisant de quelle manière chaque compression est censée influer sur l’accès du gouvernement à l’information scientifique nécessaire pour élaborer les politiques publiques, le nombre de personnes devant partir, la somme d’argent retirée, quels sont tous les domaines de recherche et de partenariat scientifiques qui seront amputés, y compris, sans s’y limiter, (i) la pollution atmosphérique, (ii) les mesures et l’intervention d’urgence, (iii) les déchets industriels, (iv) la qualité de l’eau; b) quelles notes d’information ou notes de service, ou quelle documentation, et pour chacune d’elles les détails des constatations et des recommandations, ont été fournies au premier ministre, au ministre des Ressources naturelles, au ministre de l’Environnement, à leurs secrétaires parlementaires, à leurs sous-ministres respectifs et à leur personnel respectif, concernant l’impact des compressions dans les partenariats et la recherche sur l’accès du gouvernement à l’information scientifique nécessaire pour élaborer les politiques publiques; c) qu’entend-on, en détail, par « il existe des données suffisantes pour corroborer la diffusion et la validation des prévisions de l’indice UV », (i) que veut dire « nous continuerons d’avoir assez de données pour permettre à EC de faire le suivi de la couche d’ozone et d’en faire rapport », (iii) en détail, est-ce que le gouvernement maintiendra l’intégrité du programme de surveillance de la couche d’ozone, (iv) en détail, est-ce que le gouvernement maintiendra les contributions du Canada au Système mondial d'observation du climat en vertu de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC), (v) quelles études ont été entreprises pour évaluer l’impact d’une rationalisation de la surveillance de la couche ...

1. Member States may decide not to apply Article 10(1), (2) and (3) of this Directive where, upon a decision of the administrative or management body, transferable securities as defined in point 18 of Article 4(1) of Directive 2004/39/EC of the European Parliament and of the Council of 21 April 2004 on markets in financial instruments (11) or money-market instruments as defined in point 19 of Article 4(1) of that Directive are contributed as consideration other than in cash, and those securities or money-market instruments are valued at the weighted average price at which they have been traded on one or more regulated markets as defined in point 14 of Article 4(1) of that Directive during a sufficient period, to be determined by national law, preceding the effective date of the contribution of the respective consideration other than in cash.

Question No. 64 Mr. John Cummins: With regard to the fishing organizations or groups of fishing licence holders who, excluding fees for commercial fishing licenses as set under the regulation, provide monies, fish quotas or allocations to fund Department of Fisheries and Oceans (DFO) activities on an annual basis for the years 2005, 2006 and 2007: (a) in each year, what fishing organizations or groups of license holders have paid for science, DFO administration, enforcement or other departmental activities by an allocation of quota from their fishery; (b) in each year, what fishing organizations or groups of license holders paid for science, DFO administration, enforcement or other departmental activities by way of a cash contribution to the department or its contractor; (c) in each year, what is the total value by fishing organization or groups of license holders of the cash contributions or quota allocations aforementioned; (d) what science, administration, enforcement or other departmental activities carried out in 2005 and 2006 and not paid directly from the department’s ‘A’ base budget will be undertaken and paid for by an allocation from the department’s ‘A’ base budget for 2007; (e) how much did each fishing organization or groups of license holders pay DFO, by way of an allocation of quota or cash contribution, for activities such as science, administration, enforcement or other departmental activities for 2005 and 2006; (f) which fishing organizations or groups of license holders has the department agreed to reimburse wholly or in part for their cash contribution or quota allocations to cover the department’s science administration, enforcement costs or other activities from previous years, indicate how much or what portion of what was collected by year will be returned to the fishing organization or groups of licence holders; (g) did the department indicate that it would need to curtail fishing opportunities unless fishermen agreed to contribute mone ...

On how to define the less developed regions, the contributions to the debate have not seriously put into question continued use of the present eligibility criteria based on the NUTS II geographical level and per capita GDP - which has the merit of being simple and transparent - even if some contributions have called for other criteria to be added.
Quant au mode de définition des régions les moins développées, les contributions au débat n'ont pas remis sérieusement en question l'utilisation des critères d'éligibilité actuels fondés sur le niveau géographique NUTS II et le PIB par habitant - qui a le mérite de la simplicité et de la transparence - même si certaines contributions ont souhaité l'ajout d'autres critères.
