That this House note the allegations that war crimes, crimes against humanity, and other serious violations and abuses of human rights were committed during the Sri Lankan civil war; call for an independent international inquiry mechanism to establish the truth of these events, given the continued absence of a credible national process; welcome the report of the UN High Commissioner for Human Rights on promoting reconciliation and accountability in Sri Lanka; and encourage the Government of Canada to continue taking a strong position on this issue at the UN Human Rights Council and in other international forums.

After him, above all, there are other human rights defenders, other lawyers and other doctors whom we know well, as they have come to the European Parliament and have been subsequently imprisoned. They are prisoners of conscience, and we cannot accept that from Syria.

In addition, the signing of an association agreement between the European Union and Syria, the fundamental feature of which is respect for human rights, was postponed at Syria’s request in October 2009.

The report on the state of human rights presents us with a situation, in countries such as Iran, China or Russia, in Guantánamo and in other countries, such as Cuba, where the exercise of a fundamental right was not permitted. The issue in question was not permitting the group known as the ‘Damas de Blanco’ (Ladies in White) to come to accept the Sakharov Prize, to enter and to leave their own country; similar abuses occur in other countries, as is the case in Nicaragua and Venezuela, which will be the subject of a separate resolution, to be voted on tomorrow.

We must take the UN concept of human rights as our basis, and this comprises three central categories: firstly, what might be termed the negative rights to freedom, i.e. the right of each person to enjoy freedom from unjustified state coercion and other violence. Secondly, the positive rights: these guarantee the participation of the individual in political and social decision-making processes. And thirdly, social rights and the right to development which are invoked particularly by third world countries: they insist that civil and political rights also include the conditions that are necessary in order to exercise these rights.

This law prohibited 13 specific practices: the cloning of human embryos; the buying and selling of eggs, sperm and embryos including their exchange for goods and services for other benefits; germ line genetic alterations; the transfer of embryos between humans and other species; the creation of human animal hybrids; and the use of human sperm eggs or embryos for assisted human reproductive procedures or for medical research without the informed consent of the donor or donors.
