Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. (Return tabled) Question No. 374 Ms. Kirsty Duncan: With respect to veterans, Canadian Forces (CF) members and their mental health needs: (a) what are the 31 recommendations regarding post-traumatic stress disorder (PTSD) made in 2002 by the Ombudsman for the Department of National Defence and the Canadian Forces, Mr. André Marin, listing for each recommendation (i) whether it is unfulfilled, partly fulfilled, or completed, (ii) any action taken to date; (b) what are the nine highlighted recommendations in the second follow-up report, made in 2008 by the Interim Ombudsman for the Department of National Defence and the Canadian Forces, Ms. Mary McFadyen, listing for each recommendation, (i) whether it is unfulfilled, partly fulfilled, or completed, (ii) any action taken to date; (c) how many psychiatrists, clinical psychologists, mental health nurses, social workers, chaplains and other counselling personnel currently serve in the Canadian Forces (CF), listing for each group (i) the ratio of practitioners to clients, (ii) the numbers of practitioners by region, including Afghanistan, and any other location where CF are based or deployed; (d) what is the average wait time for PTSD treatment by region, and what is the projected delay for treatment by region once the CF leave Afghanistan in 2011; (e) what follow-up is done for veterans with PTSD; (f) what research will be undertaken to determine (i) whether the risk of dementia can be reduced by effectively treating PTSD, (ii) what role traumatic brain injury might play in PTSD; (g) what data are currently being collected regarding current and former CF members affected by mental illness; (h) how many CF personnel have been treated for Operational Stress Injuries (OSI), anxiety, depression, or PTSD annually since 2001; (i) how many CF personnel have required in-patient treatment for severe PTSD annually since 2001 and what is the average distance to travel for in-patient care by region; (j) of the CF personnel ...

In cases where an interbranch organisation operating in a specific region or regions of a Member State is considered to be representative of the production of or trade in or processing of a given product, the Member State concerned may, at the request of that interbranch organisation, make binding some of the agreements, decisions or concerted practices agreed on within that organisation for a limited period on other operators operating in the region or regions in question, whether individuals or groups, who do not belong to the organisation.

Dans le cas où une organisation interprofessionnelle opérant dans une ou plusieurs régions déterminées d'un État membre est considérée, pour un produit déterminé, comme représentative de la production ou du commerce ou de la transformation de ce produit, l'État membre concerné peut, à la demande de cette organisation interprofessionnelle, rendre obligatoires, pour une période de temps limitée et pour d'autres opérateurs, individuels ou non, opérant dans la ou les régions en question et non membres de cette organisation, certains accords, certaines décisions ou certaines pratiques concertées arrêtés dans le cadre de cette organisation.

The underlying aim is to take full account of the specific features and difficulties due to the "remoteness" factor, in other words the distinctive features which set them apart from other insular regions which are less far away and the other regions targeted by Objective 1; the intended approach is an across-the-board one, to be taken into account in all Community action.
La conception sous-jacente est de reconnaître pleinement, dans leur dimension structurelle et permanente, les spécificités et difficultés particulières de ces régions en tant qu'ultrapériphériques, des spécificités distinctes, donc, de celles des autres régions insulaires moins éloignées et aussi des autres régions visées par l'"objectif 1", afin d'en tenir compte, par une approche horizontale, dans toutes les actions communautaires.

Other requests have failed to convince the Commission that the link with the characteristics of an outermost region as defined in the new Article 299(2) is close enough to warrant separate treatment of these regions (e.g. request for consideration for the specific condition of outermost region in all the Community texts on State aid, specific conditions for notification).
Dans le cas d'autres demandes, la Commission n'a pas été convaincue que l'étroitesse du lien qui existerait avec les caractéristiques de l'ultrapériphéricité décrites au nouvel article 299§2 soit importante au point de justifier un traitement distinct de ces régions (demande de prise en compte de la spécificité ultrapériphérique dans tous les textes communautaires relatifs aux aides d'Etat, conditions spécifiques de notification, par exemple).
