Considers that the financial framework is compatible with the heading 4 ceiling of the financial perspective only if it respects the overall financing solution for heading 4, pursuant to the provisions of the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure ;
2. considère que le cadre financier ne peut être compatible avec le plafond de la rubrique 4 des perspectives financières que s'il respecte la solution de financement globale pour la rubrique 4, conformément aux dispositions de l'accord interinstitutionnel du 6 mai 1999 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et l'amélioration de la procédure budgétaire ;

Considers that the financial framework is only compatible with the heading 4 ceiling of the financial perspective in the case of an overall financing solution for heading 4, pursuant to the provisions of the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure;

Acknowledges Slovakian efforts in the agricultural sector to implement SAPARD and sign the financing agreements, and hopes that the payment agencies can be established as soon as possible; recommends, in addition, that Slovakia improve overall administrative efficiency; stresses the importance of integrated rural development for the enlargement process; notes with concern, however, with regard to possible assistance measures, the rural population's lack of information and growing dissatisfaction; calls on the Commission to ensure under the SAPARD programme, and other pre-accession aid arrangements, that there is a profound improvement in the information provided to the rural population on rural development plans and in its involvement in them;
8. se félicite de la conclusion de l’accord sur la poursuite de la libéralisation du commerce agricole et de la démarche "double zéro" qui est la sienne, aux termes de laquelle les restitutions à l’exportation seront supprimées entre les deux parties et les droits de douane seront démantelés dans le cadre des contingents tarifaires à l’importation ; fait observer que la Slovaquie a ainsi notablement avancé dans la voie de sa préparation au marché intérieur; souligne l'importance du développement rural intégré pour le processus d'élargissement; s'inquiète cependant du déficit d'information et de l'insatisfaction croissante de la population rurale en ce qui concerne les mesures de promotion possibles; invite la Commission à garantir, dans le cadre du programme SAPARD et d'autres aides de pré-adhésion, l'amélioration significative de l'information et de la participation de la population à des projets de développement rural;
