5. Notwithstanding point (c) of paragraph 1 of this Article, information classified up to the level of CONFIDENTIEL UE/EU CONFIDENTIAL or its equivalent provided by the Council to the European Parliament may be discussed at meetings held in camera and attended only by Members of the European Parliament and those officials of the European Parliament and other Parliament employees working for political groups who have been granted access to the information in accordance with Article 4(4) and Article 5(4).

Nonobstant le paragraphe 1, point c), du présent article, une information classifiée jusqu’au niveau «CONFIDENTIEL UE/EU CONFIDENTIAL», ou à un niveau équivalent, qui est transmise par le Conseil au Parlement européen, peut être examinée au cours de réunions se déroulant à huis clos et auxquelles n’assistent que les députés au Parlement européen et les fonctionnaires du Parlement européen et autres employés du Parlement travaillant pour les groupes politiques auxquels l’accès à l’information a été accordé conformément à l’article 4, paragraphe 4, et à l’article 5, paragraphe 4.

In the light of the Framework Agreement on relations between the European Parliament and the European Commission (1) signed on 20 October 2010 (‘the Framework Agreement’) and the Interinstitutional Agreement between the European Parliament and the Council concerning the forwarding to and handling by the European Parliament of classified information held by the Council on matters other than those in the area of the Common Foreign and Security Policy (2) signed on 12 March 2014 (‘the Interinstitutional Agreement’), it is necessary to lay down specific rules on the treatment of confidential information by the European Parliament.
Vu l'accord-cadre sur les relations entre le Parlement européen et la Commission européenne (1), signé le 20 octobre 2010 (ci-après dénommé «accord-cadre»), et l'accord interinstitutionnel entre le Parlement européen et le Conseil relatif à la transmission au Parlement européen et au traitement par celui-ci des informations classifiées détenues par le Conseil concernant d'autres questions que celles relevant de la politique étrangère et de sécurité commune (2), signé le 12 mars 2014, («l'accord interinstitutionnel»), il est nécessaire de définir des règles spécifiques sur le traitement des informations confidentielles par le Parlement européen.

having regard to the statements by the Commission, to the parliamentary questions tabled and debates held in the European Parliament on 8 October 2009, regarding freedom of information in Italy, and on 8 September 2010, and to the discussions held in the joint meeting of the Committee on Civil Liberties, Justice and Home Affairs (LIBE Committee) and the Committee on Culture and Education (CULT Committee) on 17 January 2011 regarding the Hungarian media law,

Recalls the conclusions of the Commission/Parliament seminar held on 11 September 2007, which stated that, for reasons of methodology, identity and visibility, EU EOMs must continue to operate independently from other international and national observers; considers that this does not, however, preclude regular and close cooperation with other observer organisations on the ground, nor further EU support for capacity-building of national and regional observation organisations;

In addition, exchanges between the European Parliament and South African Parliament are held through the EP Delegation for South Africa, and South Africa is an active participant in the ACP-EU Joint Parliamentary Assembly.
