It is clear that the real issue at hand that we must now monitor very closely and that will require us to be extremely responsive, both at the level of Parliament – which I know will act in this way – and of the Commission, and even of certain Members of the Council, concerns our Member States, which have accepted this formula, along with a number of other Member States, which have been forced and constrained to accept it, because we have had to fight. In addition to that, we would not only like a state of play from the Commission as to which of the outstanding regulations we could have withdrawn, but above all what we would like is to be sure that we have clarity between what we have here in the budget process and the legislative process of the work programme which is decided on by the Commission today; so that when we have a final decision on this budget, hopefully in December, and the resolution from Parliament on the legislative work programme, then both of these can be bound together and we can have the Commission President come to Parliament in February 2007 and tell us what the final work programme of the Union is. Otherwise it is unclear to citizens.

It is easier to hurl abuse and to argue than to legislate, and I believe that the length of time waited, at the end of which six texts have been proposed, and these are six extremely important contributions to implement a legal basis for maritime safety in Europe, which did not previously exist, is normal. I also believe that Parliament and the Commission must be congratulated for the work that they have done – the Commission for having proposed six texts and Parliament for having examined them, thanks to the rapporteurs, in record time.

The Council, the Commission and Parliament have now reached agreement in principle but OLAF, the new anti-fraud office, was unable to set to work because, on the one hand, a formal ruling still had to be issued by the Bureau for the purpose of making the procedures applicable to Parliament’s services and, on the other, we have yet to take up responsibility ourselves, as a Parliament, so that we as individuals, our services, and our working practices also become subject to the same supervision that we impose on the Commission and on Parliament’s services.
Entre-temps, le Conseil, la Commission et le Parlement sont en principe tombés d’accord mais l’OLAF, le nouveau service de lutte antifraude, n’a toujours pas pu démarrer, d'une part, du fait qu’une décision formelle devait venir du Bureau pour rendre les procédures applicables pour les services du Parlement et d’autre part parce que nous devons prendre notre propre responsabilité en tant que Parlement afin que nous-mêmes, nos services, notre façon de travailler soyons soumis au même contrôle que celui que nous imposons à la Commission et aux services du Parlement.
