Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. This Report responds to the requirement of Article 23(2) of the Directive 2011/36/EU on preventing and combating trafficking in human beings and protecting its victims, and replacing Council Framework Decision 2002/629/JHA, according to which: "The Commission shall, by 6 April 2016, submit a report to the European Parliament and the Council, assessing the impact of existing national law, establishing as a criminal offence the use of services which are the objects of exploitation of trafficking in human beings, on the prevention of trafficking in human beings, accompanied, if necessary, by adequate proposals".

By 30 June 2016, the Commission shall review the functioning of those provisions which concern the reporting and documentation requirements in the case of mergers and divisions and which have been amended or added by Directive 2009/109/EC of the European Parliament and of the Council , and in particular their effects on the reduction of administrative burdens on companies, in the light of experience acquired in their application, and shall present a report to the European Parliament and the Council, accompanied if necessary by proposals to amend those provisions.

The Commission shall inform the European Parliament and the Council without delay of the notification received by the Member States concerned and examine the notification taking into account the number of Member States affected by any of the situations described in paragraph 1 and the overall impact of the increases on the migratory situation in the Union as the latter appears from the data provided by the Member States as well as from reports prepared by FRONTEX and/or the European Asylum Support Office and, within three months following receipt thereof, the Commission shall send the results of its examination to the European Parliament and the Council, which shall give their opinion in a timely manner, after which the Commission may adopt an implementing decision suspending the exemption of visa requirement for the nationals of the third country concerned for a period of six months. The implementing decision shall be adopted in accordance with the procedure referred to in Article 4a (2).

Stresses the urgent need to define and apply appropriate economic and social indicators in various areas, such as health, housing, energy provision, social and cultural inclusion, mobility, education, income (for example the Gini coefficient, which can be used to measure income gap trends), material privation, employment and social assistance services, which will allow the progress made in combating poverty and in social inclusion to be monitored and measured; states that these indicators should be presented annually on International Day for the Eradication of Poverty (17 October), should evolve as necessary and should include gender, age ranges, households, disability situations, immigration, chronic illness and various income levels (60% of median income, 50% of median income, 40% of median income) in order to take account of relative poverty, extreme poverty and the most vulnerable groups; stresses the urgent need to have EU statistical data beyond monetary indicators on situations of extreme poverty such as homelessness which are currently not covered by EU-SILC; calls for details of these socioeconomic indicators to be set out in an annual report forwarded to the Member States and the European Parliament for discussion and with a view to determining the scope for further action;

There is no EU legislation on the aquaculture sector at present, and it continues to be covered by a plethora of EU legislation and national rules which can vary significantly between states, creating a legal framework lacking in transparency and discriminatory situations and market distortions that do little to encourage investment in the sector. The Commission adopted an initial communication in 2002, which was the subject of a European Parliament legislative resolution of January 2003, has failed to increase the transparency of the regulatory framework. On the contrary, the Commission and Council have continued to adopt, often via the comitology procedure, detailed rules applicable to aquaculture (organic and otherwise), in respect of which Parliament has had no opportunity whatsoever to voice a direct opinion. The recent Commission communication of April 2009 which forms the subject of this report therefore provides the chance to assess the appropriateness of introducing a specific EU framework for the aquaculture sector, with the ultimate objective remaining the structured development of a sustainable European aquaculture industry which respects environmental balances, increases the economic worth of aquaculture operators and their local communities and offers consumers more guarantees.

If the European Parliament’s position for the forthcoming round is based on the Désir report, it will have to be to reform the WTO, to implement the so-called Uruguay agreements, but without extending them to cover issues that remain controversial. In voting for the Désir report, I also see a very clear advance by the Socialist Group here in the European Parliament, which is finally, after many years, returning to its true values, which are solidarity and the better distribution of wealth, and I am also pleased by the words of Mr Verhofstadt, this morning: he has, at long last, understood that dialogue with the political wing that wishes to see a more equitable form of trade cannot take place if it is consigned to the bin on the pretext that its members are anti-globalists.
En votant le rapport Désir, je vois aussi une très nette avancée du groupe socialiste ici, au Parlement européen, qui se rapproche, enfin, après de longues années, de ses vraies valeurs, qui sont la solidarité et une meilleure répartition de la richesse, et je me réjouis aussi des mots qu'a eus M.
