In the face of increased vulnerability in the poorest parts of the world, continued growth in humanitarian needs and tight public spending in a period of economic downturn, the drive for the European Union to use its collective capacities and resources efficiently to ensure the best possible impact in aiding people confronted by humanitarian crisis is greater than ever.
Au vu de la vulnérabilité accrue dans les régions les plus pauvres du monde, de l’augmentation continue des besoins humanitaires et de la réduction des dépenses publiques en période de récession économique, l’Union européenne est plus désireuse que jamais d’utiliser efficacement ses capacités et ressources collectives afin de garantir que l’aide apportée aux individus confrontés à une crise humanitaire a les meilleurs résultats possibles.

The use of military assets to provide assistance in third countries as part of a response to natural disasters is governed by the so-called Oslo Guidelines.[15] These guidelines have been agreed at the UN level and endorsed by the EU in the European Consensus on Humanitarian Aid.[16] The Oslo guidelines stipulate that military assets should be used as a last resort, when there is not any other available civilian alternative to support urgent humanitarian needs in the time required.
Le recours aux moyens militaires pour fournir une aide aux pays tiers dans le cadre d'une réaction aux catastrophes naturelles est régi par les directives dites d'Oslo[15]. Consequently, a large part of EU humanitarian aid goes to refugees and displaced people with the European Commission providing more than €1 billion or some 73% of its annual humanitarian aid budget in 2015 to projects helping refugees and internally displaced people (IDPs).

2. APPRAISAL OF THE SITUATION The Community's humanitarian aid system suffers from a number of shortcomings: - absence of a financial system suited to humanitarian aid: it is impossible to make predictions in this field; - scattered and differing sources of finance and legal bases covering humanitarian aid; - lack of genuine capacity on the part of the Commission to manage the implementation of its humanitarian operations, resulting from inadequate material and human resources at Commission headquarters and in the delegations to suit the tasks performed and the volume of resources which must be administered; - insufficient coordination with the Member States, non-member country donors and customary partners in the administration of aid; - long-standing inability to cope with media demands: though the Community's emergency humanitarian aid is well known among governments and in non-governmental and international circles, the general public within and outside Europe are usually unaware of it.
