Welcomes the personal support the President of the Commission has given to the Smart Regulation agenda; considers the issue to be of sufficient importance that real political leadership is required from the Commission to keep this issue high on the political agenda, and in this regard suggests that the agenda be brought forward as a key part of the portfolio for one of the College of Commissioners; notes that, for its part, Parliament should investigate methods to increase the importance attached to better law-making within its committees, and considers that the use of inter-committee meetings to address this issue requires further consideration;

For its part, Parliament has repeatedly drawn the attention of the public and the leaders of the Member States to the need for a radical institutional reform to endow the Union with effective, democratic and transparent institutions, whilst safeguarding the institutional balance and the Community method: the Commission which proposes legislation, Parliament and the Council which take the decisions, and the Court of Justice which guarantees the application of the texts adopted.
Le Parlement, de son côté, n'a pas cessé d'alerter l'opinion publique et les dirigeants des États membres sur le besoin d'une réforme institutionnelle profonde, qui dote l'Union d'institutions efficaces, démocratiques et transparentes, tout en préservant l'équilibre institutionnel et la méthode communautaire: la Commission qui propose, le Parlement et le Conseil qui décident, la Cour de justice qui garantit l'application des textes adoptés.

The President was quite right to point out that Parliament’s concern has not been merely with figures; it has also been interested in the qualitative aspects and in making a start on the reform of European budgetary policy, in new financial instruments, in the de-bureaucratisation of the whole procedure, and in guaranteeing parliament’s rights in the foreign policy instruments, as well as in the question of what part Parliament is to play in any potential review in 2008/2009.
Le président avait tout à fait raison lorsqu’il a fait remarquer que le Parlement ne s’est pas seulement soucié des chiffres; il s’est également intéressé aux aspects qualitatifs et au lancement de la réforme de la politique budgétaire européenne, aux nouveaux instruments financiers, à l’allègement de la procédure dans son ensemble, à la défense des droits du Parlement au niveau des instruments de politique étrangère, ainsi qu’au rôle que le Parlement sera amené à jouer dans le cadre d’une éventuelle révision en 2008/2009.

This Decision is designed to form part of a coherent framework which also includes Decision No 573/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Refugee Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and repealing Council Decision 2004/904/EC , Decision No 574/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the External Borders Fund for the period 2007 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ and Decision No 575/2007/EC of the European Parliament and the Council of 23 May 2007 establishing the European Return Fund for the period 2008 to 2013 as part of the General programme ‘Solidarity and Management of Migration Flows’ , which aims to address the issue of fairly sharing responsibilities between Member States as concerns the financial burden arising from the introduction of integrated management of the European Union's external borders and from the implementation of common policies on asylum and immigration, as developed in accordance with Title IV of Part 3 of the Treaty.
