There is only one obvious solution: Name an arm's length judicial inquiry or, better still, in my view, put this whole matter into the hands of parliamentarians, in the form of a special parliamentary committee with a mandate, such as was the case with the Senate's Pearson airport inquiry, where witnesses are called and required to testify under oath.
