The CSC recently recommended that the Criminal Code be amended so that the introduction of contraband into a penitentiary is a criminal offence: this has not yet occurred and it is not clear how such a law would be enforced or whether it would really reduce harm or simply change the nature of the harm, perhaps even exacerbating it.
