As to the European statistical programme 2008 to 2012, the audit found that Eurostat had not designed it as an effective planning, monitoring and accountability tool.

The EU anti trafficking policy must be based on a clear picture of the actual extent of the problem at EU and global level.[lxv] But precise figures are not available,[lxvi] and law enforcement data, although important, are not sufficient.[lxvii] In 2003, the Council invited the Commission and the Member States to promote measures to set up a monitoring system on human trafficking in order to provide updated data through the continuous and regular collection from the competent national authorities.[lxviii] Taking into account the 2003 Statistics Action Plan[lxix] and Eurostat data in the area of migration[lxx] which cover aspects of the phenomenon, the first step for a coherent statistical system is to systematically collect and analyse data - disaggregated by age, sex and other relevant aspects[lxxi] - from different sources based on common guidelines at a central place at the national level.

The Communication, foreseen by the Council and Commission Action Plan implementing The Hague Programme, outlines the coordinated activities of Directorate Generals Justice, Freedom and Security (JLS) and Eurostat, their respective expert groups and other bodies involved in the implementation of the action plan, to avoid duplication of work and unnecessarily burden the Member States.

In this context, the Council is of the view that a distinction should be made concerning Eurostat’s and the CMFB’s views and Eurostat’s decisions on past transactions on the one hand and views concerning transactions that will take place in the future on the other, notably when the planned transactions will have potentially significant impact on Council decisions on EDP matters.

21. REQUESTS the Commission, including EUROSTAT, as well as the EEA in cooperation with the Member States, to further finalise and develop the indicators in Annex II and others to come and to improve their data basis and time series with a view to subsequent synthesis reports; therefore REQUESTS those Institutions to produce in due time before the Environment Council of March 2002, as regards the priorities identified according to paragraph 20, an analysis of the existing methodology and of the availability of the data needed for the calculation of the indicators listed in Annex II, as well as a proposal for a detailed working plan for developing them.

It invited the Commission (Eurostat), in close collaboration with the ECB, to establish an action plan identifying for each Member State and for each statistical area where urgent progress should be made, as well as the possible modifications to existing statistical regulations.
