IN-CONTEXT TRANSLATIONS

The three main planks of the policy will be to promote access to housing through financial assistance from the State; to create a Housing Observatory; and to support the emergence of pilot projects and new strategy concepts (examination of a sectoral housing plan; study of the conditions for the creation of a partnership between the public sector and owners of unoccupied dwellings; recourse to long-term leases for public promoters; launching of a proposed "social accommodation agency" to help house the disadvantaged).

The plan includes a target for housing (increase of the annual supply of reasonably priced rental housing up to about 10 000 new units in years 2004-2007).

Calls for a detailed overview of all external and internal Parliament related costs for the European House of History, separated according to planning costs (including preliminary planning), investment costs and running costs (including construction and maintenance reserve, personal expenditure, exhibition costs); notes that the Commission supports the funding of the European House of History with an annual allocation of EUR 800 000; points out the European House of History will have positive effects not only for the Union institutions but also for the Belgian state, in the form of a new, income-generating tourist attraction; recommends, therefore, that the Belgian state be asked to support the establishment of the European House of History;

Believes that the project of the House of European History requires an active cooperation and financial contribution of other institutions; welcomes the commitment of the President of the European Commission expressed in his letter of 28 September 2011 to contribute substantially to the project and ensure support to the functioning of the House of European History; recalls its resolution of 6 April asking for a business plan setting out the long-term business strategy of the House of European History and notes that the administration has provided the requested information; reiterates that decisions relating to the project should be subject to an open debate and a fruitful dialogue and should ensure a transparent decision making process; requests to be informed as soon as possible on the building project according to Article 179(3) of the Financial Regulation; calls on the Bureau to ensure that the cost plan contained in the business plan will be strictly adhered to;
