The PEETI objectives are: (i) to identify, monitor and characterise the situation of young victims of exploitative child labour or dangerous work as a consequence of having dropped out of school; (ii) to guarantee a response to the situations identified in the PEETI plan, notably by implementing projects within the framework of the Individual Education and Training Plan (Portuguese acronym: PIEF), by employing flexible and differentiated strategies and by pursuing the School Holidays programme ; (iii) to combat the worst forms of child labour (ILO Convention No 182 and ILO Recommendation No 190, both ratified by Portugal); (iv) to promote the social and educational integration of children and young victims of child labour.
Les objectifs du PEETI sont les suivants: (i) identifier, accompagner et caractériser la situation des enfants victimes de l'exploitation par le travail infantile ou à risque, conséquence de l'abandon scolaire ; (ii) garantir une réponse aux situations signalées au PEETI, notamment en mettant en oeuvre des projets dans le cadre du Plan individuel d'éducation et de formation (PIEF), en recourant à des stratégies souples et différenciées et en poursuivant également le programme Vacances scolaires ; (iii) lutter contre les pires formes d'exploitation du travail infantile (convention nº 182 et recommandation nº 190 de l'OIT, ratifiées par le Portugal) ; (iv) promouvoir l'inclusion sociale et éducative des enfants et des jeunes victimes de l'exploitation par le travail.

At the Lisbon European Council of 23/24 March, this plan was ratified in full by the Heads of State and Government as the central component in the construction of a European knowledge-based society.

Notes the inconsistence of Nigeria’s laws regarding child labour especially regarding minimum age for work; urges to amend Article 59 of the Labour act to bring it in line with ILO conventions ratified by Nigeria and urges each Nigerian’s State to ratify the Federal 2003 Child Rights Act; commends Nigeria for launching a National Policy on Child Labour and a National Action Plan for the Elimination of Child Labour in 2013 but urges the authorities to put more efforts in their implementation and enforcement;

33. Invites the EU Member States to support the establishment of a UN Special Rapporteur on financial crime, corruption and human rights with a comprehensive mandate, including an objectives-oriented plan and a periodic evaluation of the anti-corruption measures taken by States; invites those Member States that have signed but not yet ratified the Council of Europe Criminal Law Convention on Corruption, opened for signature on 27 January 1999, to ratify it at the earliest possible date;

Notes with concern that the PCAs with the countries of Central Asia, where they have entered into force, have not always yielded the results expected; calls on those countries which have not yet done so to ratify the Agreements and to fully implement the economic and trade provisions therein; calls for the finalisation without delay of the Action Plans for Kyrgyzstan and Kazakhstan and for the preparation of those concerning the other three states in the region at the earliest opportunity; calls for all the interim agreements that have already been concluded to be ratified without delay;

37. Calls on the Council and the Commission to continue their vigorous efforts to promote the universal ratification of the Rome Statute and the adoption of the necessary national implementing legislation, in conformity with Council Common Position 2003/444/CFSP of 16 June 2003 on the International Criminal Court and the related Action Plan of 4 February 2004; welcomes the fact that Chad recently ratified the Rome Statute, thereby bringing the total number of states parties to 104 as at 1 January 2007; urges the Czech Republic, as the only remaining EU Member State not to have ratified the Rome Statute, to do so without delay; in the same spirit, calls on the Council and the Commission to encourage third countries to promote transitional justice mechanisms on their territory as a step towards securing justice for the victims of grave violations of human rights;
37. invite le Conseil et la Commission à poursuivre leurs efforts vigoureux pour promouvoir la ratification universelle du Statut de Rome et l'adoption des dispositions législatives d'application nécessaires au niveau national, conformément à la position commune 2003/444/PESC du 16 juin 2003 concernant la Cour pénale internationale et au Plan d'action correspondant, du 4 février 2004; se félicite du fait que le Tchad ait ratifié récemment le Statut de Rome, ce qui porte le nombre total des États parties à 104 au 1 janvier 2007; demande instamment à la République tchèque, qui est le seul État membre de l'UE à ne pas encore avoir ratifié la Statut de Rome, de remédier à cette situation sans délai; dans le même esprit, demande au Conseil et à la Commission d'encourager les pays tiers à promouvoir la mise en œuvre, sur leur territoire, de mécanismes de justice de transition, ce qui constitue une avancée pour rendre justice aux victimes de violations graves de droits de l'homme;

The programme for 2007-2013 is based on an annual work plan prepared by the Commission and ratified by the Member States through the Consumer Financial Programme Committee (CFPC) in accordance with Article 10 of the Decision.

36. demande une nouvelle fois à la Russie de ratifier l'accord de frontière récemment conclu avec l'Estonie et de signer et de ratifier sans plus attendre l'accord de frontière avec la Lettonie; estime que le tracé définitif de toutes les frontières communes à la Russie et aux nouveaux États membres de l'Union européenne et la conclusion d'un accord de réadmission sont des conditions préalables à la signature de l'accord UE-Russie visant à faciliter la délivrance des visas et estime que lorsque la Russie remplira toutes les conditions requises définies par l'Union européenne dans un plan d'action clairement établi énumérant des mesures concrètes, l'Union européenne devrait accueillir favorablement l'objectif de la Russie qui consiste à obtenir un régime simplifié des visas avec l'espace Schengen, dans la perspective de parvenir à long terme à un régime sans visa pour les déplacements;
