Points out that cultural tourism is the largest segment of the European tourist industry and that over recent years it has undergone significant change and now focuses not just on major historic cities and tourist resorts or major events and exhibitions but also on smaller towns and historic, cultural and nature routes, which attract people in search of knowledge, intercultural dialogue, nature and culture;

In each of the years 2014 to 2020, the preliminary annual number of emission allowances determined in accordance with paragraph 2(b), point (i), shall be adjusted to the extent that the preliminary annual number of emission allowances for that year is lower than a percentage of the abovementioned median annual historical emissions.

Recognises the historical benefit that migration has brought to Europe – in particular the fact that hundreds of thousands of European migrants have been received at different points in time and the significant benefits that the current migration into the EU has brought in many areas of development; takes into account furthermore the principle of historical reciprocity, which is embodied in the promotion of and respect for the human rights of migrants and their reception and integration in the countries of residence and return;

For the purpose of this point, an institution shall have sufficient market data to ensure that it fully captures the salient risks of those exposures in its internal approach in accordance with the standards set out in this point, demonstrates through back testing or other appropriate means that its risk measures can appropriately explain the historical price variation of those products, and is able to separate the positions for which it holds approval in order to incorporate them in the capital charge in accordance with this point from those positions for which it does not hold such approval.
