As regards the so called ‘blacklists’, the Commission notes that Common Position 2002/402/CFSP concerning Al Qaida and the Taliban and Common Position 2001/931/CFSP concerning other terrorist groups and individuals, were approved in implementation of UN Security Council Resolutions which are binding for Member States in accordance with Article 25 of the UN Charter.
Quant à ladite «liste noire», la Commission fait observer que la position commune 2002/402/PESC concernant Al-Qaida et les Taliban, et la position commune 2001/931/PESC concernant les autres groupes terroristes et les personnes ont été approuvées dans la mise en œuvre des résolutions du Conseil de sécurité des Nations unies, qui sont contraignantes pour les États membres en conformité avec l’article 25 de la Charte des Nations unies.
