procède à des évaluations ex ante et ex post permettant d'apprécier l'impact environnemental, économique et social d'un accord de partenariat, mais aussi d'apprécier les opportunités qu'offre le développement durable du secteur de la pêche ainsi que les besoins nécessaires à l'instauration d'une pêche responsable pour l'État côtier concerné, pour les flottes de pêche lointaine européenne concernées et pour l'emploi communautaire; propose à ses partenaires d'établir un comité scientifique bilatéral qui se prononcera sur les possibilités de pêche durables avant la conclusion ou le renouvellement d'un accord de partenariat; puisse mettre en œuvre des initiatives favorables à l'instauration d'une pêche responsable, en particulier en vue d’améliorer l'évaluation scientifique et technique des pêches , de renforcer la lutte contre la pêche illégale, non régulée et non reportée et de mener des campagnes de pêche exploratoires; assure le suivi permanent de l'APP et fasse périodiquement rapport sur son exécution à la lumière d'indicateurs de performance prédéfinis; s'engage, en coopération avec les États membres, à promouvoir l'utilisation optimale des possibilités de pêche dans le cadre de l'article 274 du traité.

R. whereas the NGOs making up the CEE Bankwatch Network are alarmed by the lack of transparency in the justifications for the projects supported by the EIB and the lack of public debate concerning their evaluation, both in advance and after the event, and consider that the EIB lacks the will and the staff to evaluate the economic, environmental and social impact of its projects; whereas this last criticism has been confirmed by the recent publication of the initial reports by the EIB's Operations Evaluation department (responsible for carrying out ex-post evaluations), which stress that most of the projects examined lack advance impact assessments and justifications, and even more projects lack ex-post evaluations of the results obtained; whereas, when such evaluation is possible, it all too often reveals that the projects carried out have had no positive impact; whereas consistency with the Union's priority objectives is rarely included explicitly in justifications; whereas many of the projects supported by the EIB would easily have found other sources of funding; whereas, all in all, the 'three pillars' of the COP are hardly complied with,

Recalls its conclusion of 29 April 1993, according to which detailed criteria and mechanisms should be established for cost-effective implementation and improved management of the Framework Programme in order to ensure that its objectives are fully met; reaffirms also its emphasis on the need for the improvement of procedures for systematic, independent and timely evaluation of the Framework Programme; 2. Welcomes in this respect the initiatives undertaken by the Commission with a view to improving the management of the EC research programmes and encourages the Commission to develop further such initiatives in time for the implementation of the Fourth Framework Programme; 3. Emphasizes that procedures and tools for programme implementation should as far as possible be simplified and harmonized in order to facilitate participation in Community research programmes, particularly by SMEs, and to allow for smooth, transparent and timely implementation of the Framework Programme; welcomes in this respect the circulation by the Commission of information bulletins on a regular basis; 4. Would welcome in particular, without prejudice to the quality and transparency of the selection procedure, improvements in specific areas, such as the shortening of delays between deadlines for receipt of proposals and start of selected projects and the provision of information to applicants on non-selected proposals; 5. Takes note of the Commission's intention to assess in further detail the possible benefits and disadvantages of decentralized management and possible further concrete measures that could be taken in this field, so as to enable Council to take a view on this issue as soon as possible; 6. Considers that possible new types of activities, for example thematic networks of excellence, concertation networks and consortia for integrated projects, as proposed by the Commission, need to be clarified further; 7.
