The importance of preserving potential competition is all the greater in highly regulated markets where, by essence, there is little competition and customers are hugely dependent on limited suppliers. This has been particularly highlighted in the sugar market, an important raw material, with customers pointing out to the Commission that competition is extremely limited, in particular within Member States such as Germany, and that therefore foreign suppliers can play a decisive role in offering sugar at attractive prices.
