In addition, concerning the statement that it has not been demonstrated that the industrial policy in the PRC has a significant impact on the input decisions, production or sales of the Chinese exporting producers of bicycles, it is noted that the existence of a 5-year Plan in the Aluminium sector in the PRC, the distortions of the aluminium price which is traded on an isolated Exchange when aluminium represents 20-25 % of the total manufacturing costs of a bicycle, indicate a clear link between the industrial policy in the PRC and the input decisions, production and sales of the Chinese exporting producers of bicycles.
Par ailleurs, s’agissant de l’affirmation selon laquelle il n’a pas été démontré que la politique industrielle de la RPC avait une incidence significative sur les décisions, la production ou les ventes des producteurs-exportateurs de bicyclettes chinois, il convient de noter que l’existence d’un plan quinquennal instauré par la RPC dans le secteur de l’aluminium et les distorsions du prix de l’aluminium, qui est négocié sur une seule Bourse alors que l’aluminium représente 20 à 25 % du coût total de fabrication d’une bicyclette, font apparaître un lien évident entre la politique industrielle de la RPC et les décisions, la production et les ventes des producteurs-exportateurs de bicyclettes chinois.

In accordance with Article 18 of the basic Regulation, in the absence of other information available, the analysis of the spare capacity in the PRC was based on the facts available, namely the limited information provided by the cooperating Chinese exporting producer on the market situation in the PRC, by the Union industry and from publicly available information at the level of five main producers identified in the PRC and data collected at initiation stage. The information delivered by these sources was found to be consistent.
Conformément à l’article 18 du règlement de base, en l’absence d’autres informations disponibles, l’analyse de la capacité de réserve en RPC a été fondée sur les données disponibles, à savoir les quelques informations fournies par le producteur-exportateur chinois ayant coopéré sur la situation du marché dans la RPC, les informations communiquées par l’industrie de l’Union et les informations publiquement disponibles concernant les cinq principaux producteurs identifiés en RPC et les données recueillies au stade de l’ouverture de l’enquête. In view of the findings of the investigation, namely the spare capacity available in the PRC, the continuation of Chinese dumping to the third countries, the limited ability of the Chinese exporters to sell in other main third countries markets and their proven ability to redirect export volumes to the Union market, it is considered that the repeal of the measures would weaken the position of the Union industry in their core market and the injury suffered would recur due to likely Chinese imports at dumped prices.
Au vu des conclusions de l’enquête, à savoir la capacité de réserve disponible en RPC, la poursuite du dumping chinois vers les pays tiers, la capacité limitée des exportateurs chinois de vendre sur d’autres principaux marchés de pays tiers et leur capacité éprouvée à réorienter les volumes d’exportation vers le marché de l’Union, il est considéré que l’abrogation des mesures affaiblirait la position de l’industrie de l’Union sur son marché principal et que le préjudice subi se reproduirait étant donné que les importations chinoises seraient probablement effectuées à des prix de dumping.
