They have taken far greater pains – with profound consequences for their peoples – than we in the European Union have done in preparation for enlargement, as the foregoing debate has demonstrated.

Notes the progress achieved by the Bureau's Steering Group on Enlargement in fine-tuning the estimations of expenditure for enlargement and in scaling down the request for enlargement-related posts to a more realistic figure; is willing to examine the budgetary implications of enlargement preparations and the creation of posts on the basis of the updated multi-annual report on preparations for enlargement; recalls that 479 enlargement-related posts were created in the 2003 Budget for its Administration and 110 temporary posts for the political groups and the non-attached Members; recalls also that it agreed to fill the 479 posts in the Administration (and 43 posts available as a result of the application of best practice) with auxiliaries and that permanent officials would only be recruited after accession and the completion of open competitions; considers it necessary to examine political developments in the coming months, in particular the results of the referenda on accession, and to see how many of the posts created in 2003 will have been filled with auxiliaries before taking any decisions; has decided, therefore, to consider the budgetary implications for the creation of additional enlargement-related posts at first reading in autumn;

Further improvements in better aligning the Phare CBC programme with Interreg were introduced at the end of 2000, in the context of the Communication "Phare 2000 Review - Strengthening preparation for enlargement".

2. Recalls that the multiannual plan on preparations for enlargement, as adopted by the Bureau on 3 September 2001, provides in principle the indicative framework for preparation of the 2003 estimates; welcomes the fact that, on the one hand, budgetary projections for specific measures have been scaled down as the report has been further fine-tuned and updated by the Bureau; notes, on the other hand, that bringing forward accession from July to January 2004 will require adjusting the multiannual plan on preparations for enlargement and bringing forward expenditure to the 2003 budget; points out that the challenge posed by the forthcoming enlargement far exceeds the scale of previous enlargements, the requisite administrative groundwork and their budgetary impact;

Is convinced that the 2002 budget must enable Parliament and its administration to start preparing for enlargement by 2004 and ensure that the Members from the new Member States are received in an appropriate environment and are provided with the necessary resources to discharge their duties; is prepared, furthermore, to consider measures in this connection in its establishment plan; stresses that expenditure to be allowed for in the 2002 budget for preparations for enlargement must be contained in the preliminary draft budget in order to ensure a broadly based discussion on, and acceptance of, that expenditure; regards the Bureau's proposal not to make specific enlargement-related proposals for the 2002 budget until September 2001 as an entirely inadequate way of meeting this requirement;

11. In order to contribute to preparing the enlargement of the Union under conditions of balanced economic and social development, the Commission proposes to continue with the elaboration of the Employment Policy Reviews with all candidate countries, to promote co-operation between civil society organisations from the European Union and from the candidate countries, to prepare for joint analysis in the field of social protection and to ensure the successful participation of candidate countries in Community action programmes in the social area as part of the pre-accession strategy.
11. Afin de contribuer à la préparation de l'élargissement dans des conditions de développement économique et social équilibré, la Commission propose de poursuivre l'élaboration des révisions des politiques de l'emploi avec l'ensemble des pays candidats, de promouvoir la coopération entre les organisations de la société civile de l'UE et des pays candidats, de préparer une analyse conjointe dans le domaine de la protection sociale et d'assurer la participation effective des pays candidats aux programmes d'action communautaire dans le domaine social dans le cadre de la stratégie de préadhésion.
