14. Proposes to launch a preparatory action entitled Toward asbestos-free workplaces in the European Union to provide tools to screen and register asbestos-containing materials in accordance with Article 11 of Directive 2009/148/EC of the European Parliament and of the Council and to design a roadmap for total eradication of asbestos in the workplaces, whilst ensuring public awareness of the risk and of the need for actions also at the level of workplaces; the action should feed into a prospective strategy for banning all forms of asbestos and all uses of asbestos fibres, including appropriate export requirements in accordance with Regulation (EC) No 1013/2006 of the European Parliament and of the Council and taking into account the principle of proximity as laid down in Directive 2008/98/EC of the European Parliament and of the Council, since asbestos remains responsible for a substantial number of diseases related to exposure to asbestos fibres;
14. propose de lancer une action préparatoire intitulée "Vers des lieux de travail sans amiante dans l'Union européenne" afin de fournir les outils nécessaires au repérage et à l'enregistrement des matériaux contenant de l'amiante, conformément à l'article 11 de la directive 2009/148/CE du Parlement européen et du Conseil, et d'élaborer une feuille de route pour l'élimination complète de l'amiante des lieux de travail, tout en veillant à sensibiliser la population aux risques et au besoin d'agir également dans les lieux de travail eux-mêmes; estime que cette action devrait s'inscrire dans une stratégie prospective visant à interdire toutes les formes d'amiante et toutes les utilisations de fibres d'amiante, prévoyant des conditions d'exportation appropriées conformes au règlement (CE) n° 1013/2006 du Parlement européen et du Conseil et tenant compte du principe de proximité défini dans la directive 2008/98/CE du Parlement européen et du Conseil, étant donné que l'exposition aux fibres d'amiante est encore à l'origine d'un nombre considérable de maladies;

The Commission was informally consulted on the need to extend the pilot projects and preparatory actions currently in force, having supported the continuation of the preparatory actions entitled “Enhancing regional and local cooperation through the promotion of EU regional policy on a global scale”, and "The definition of governance model for the European Union Danube Region – better and effective coordination", as well as the pilot project entitled “Towards a common regional identity, reconciliation of nations and economic and social cooperation including a Pan-European Expertise and Excellence Platform in the Danube macro-region”.
La Commission a été consultée d'une manière informelle sur la nécessité de prolonger les projets pilotes et les mesures préparatoires actuellement en place, puisqu'elle avait accepté la poursuite des actions préparatoires intitulées "Renforcer la coopération régionale et locale par la promotion de la politique régionale de l'Union à l'échelle mondiale" et "Définition d'un modèle de gouvernance pour la région du Danube appartenant à l'Union européenne – Pour une coordination meilleure et plus efficace", et celle du projet pilote ayant pour titre "Pour la constitution d'une identité régionale commune, la réconciliation des nations et la coopération économique et sociale, y compris une plate-forme paneuropéenne d'expertise et d'excellence dans la macrorégion du Danube".

5. Welcomes the conclusion in May 2008 of the feasibility studies for Georgia and Armenia, showing that deep and comprehensive free trade agreements (DCFTAs) would bring significant economic benefits to these countries and the EU, thereby allowing the Commission to enter into a preparatory phase for future negotiations on DCFTAs; calls on Azerbaijan to accomplish its accession to the WTO as soon as possible, as WTO membership is a prerequisite before any FTA negotiations can be considered; calls on the Commission to give Azerbaijan technical assistance in order to accomplish its accession to the WTO; encourages Georgia, Armenia and Azerbaijan to improve their progress towards fulfilling their respective ENP Action Plans and the Commission’s recommendations, particularly in terms of improving their administrative and institutional capacity and implementation of regulatory reforms (especially regarding the poor levels of intellectual property protection in all three countries), which is one of the necessary preconditions for the effective implementation and sustaining the effects of such ambitious FTAs;
5. se félicite de la conclusion, en mai 2008, des études de faisabilité pour la Géorgie et l'Arménie, qui montrent que des accords concernant des zones de libre-échange approfondies et complètes (DCFTA) apporteraient des avantages économiques significatifs à ces pays et à l'UE, tout en permettant à la Commission d'entamer une phase préparatoire de futures négociations concernant ces zones; invite l'Azerbaïdjan à adhérer à l'OMC dans les meilleurs délais, étant donné que toute négociation en vue d'un accord de libre-échange présuppose cette adhésion; appelle la Commission à fournir une assistance technique à l’Azerbaïdjan afin de mener à bien son adhésion à l’OMC; invite la Géorgie, l'Arménie et l'Azerbaïdjan à poursuivre leurs avancées en réalisant leurs plans d'action respectifs concernant la PEV et en suivant les recommandations de la Commission, notamment en améliorant leurs capacités administratives et institutionnelles et la mise en œuvre des réformes portant sur la réglementation (s'agissant en particulier du faible niveau de la protection de la propriété intellectuelle dans les trois pays), car cela constitue l'une des conditions préalables nécessaires à une mise en œuvre efficace et durable d'accords de libre-échange aussi ambitieux;
