Reiterates its call for genuine Palestinian unity, which is an essential part of the Middle East peace process; regrets the recent setbacks in the Palestinian reconciliation process, following the partial reshuffle of the national consensus government in late July 2015; notes President Mahmoud Abbas’ announcement about his stepping down as head of the Palestinian Liberation Organisation, along with a number of members of the PLO Executive Committee; reiterates its call for presidential and parliamentary elections in Palestine, which should strengthen the democratic legitimacy of the Palestinian political leadership, contribute to intra-Palestinian reconciliation and reduce the political influence of extremist forces, including Hamas;

H. whereas a Palestinian unity government endorsed by Hamas and Fatah was established in April 2014, accepting the Quartet principles of non-violence, adherence to past agreements and the recognition of Israel, and was supported by the US and the EU; whereas efforts towards Palestinian reconciliation have however failed to make tangible progress; whereas the government has been unable to exercise its authority over the Gaza Strip; whereas the Palestinian leadership has continued to be mired in internal power struggles with, most recently, the President of the Palestinian Authority (PA), Mahmoud Abbas, resigning from the PLO Executive Committee and calling for an emergency meeting of the Palestinian National Council; whereas the PA is facing mounting charges of practices of patronage, authoritarianism and the arrest of critics, corruption and the misuse of public funds;
H. considérant que le gouvernement d'unité palestinien soutenu par le Hamas et le Fatah a été formé en avril 2014 avec le soutien des États-Unis et de l'Union européenne et qu'il souscrit aux principes prescrits par le Quatuor de non-violence, de respect des accords antérieurs et de reconnaissance d'Israël; considérant que les efforts déployés en vue de la réconciliation palestinienne n'ont toutefois pas amené des progrès tangibles; considérant que le gouvernement n’a pas été en mesure d’exercer son autorité sur la bande de Gaza; considérant que les dirigeants palestiniens ont continué de s’enfermer dans des luttes de pouvoir intestines, dont la dernière en date a vu le président de l’Autorité palestinienne (AP), Mahmoud Abbas, démissionner du Comité exécutif de l'OLP et appeler à une réunion d’urgence du Conseil national palestinien; considérant que l’AP doit faire face à des accusations de plus en plus nombreuses de pratiques de favoritisme, d’autoritarisme et d’arrestation de personnalités critiques, de corruption et de détournement de fonds publics;

You know that that is not the European Union’s position and that we believe we should maintain the Palestinian Authority and its President, for various reasons: firstly, because it has been elected by the Palestinian people and, secondly, because we firmly believe that there will be no military solution to this conflict and that therefore the only possible solution is dialogue, and that dialogue requires negotiators, and the negotiator elected by the Palestinians are the members of the Palestinian Authority, headed by President Arafat.

Mais pour instaurer un dialogue, il faut des interlocuteurs et l’interlocuteur choisi par les Palestiniens, ce sont les membres de l’Autorité palestinienne avec, à leur tête, le président Arafat.
