You can either say that's fine—and that's why I say
you should probably widen the set as wide as you can, to have as many players in the game as you can; it will be more restructuring, but you'd probably like the different combinations better—or the government had better come to a view, and I'm not an advocate of
this because it's a pretty dirigiste approach, in which it's saying, “I have a view about how I want this industry restructured and I'm going to set out broad policy parameters of what
proposals would be ...[+++]acceptable to me”.
