2. Considers that the prime reference amount set in the legislative proposal is not compatible with the ceiling of Heading 1a of the current Multiannual Financial Framework 2007- 2013 (MFF); takes note of the Commission proposal to revise the current MFF on the basis of points 21 to 23 of the Interinstitutional Agreement between the European Parliament, the Council and the Commission of 17 May 2006 on budgetary discipline and sound financial management (IIA) in order to accommodate the additional unforeseen funding for ITER for the years 2012-2013; is willing to enter into negotiations with the other arm of the budgetary authority, on the basis of all the means provided in the IIA, with a view to reaching a swift agreement on the financing of the Euratom research programme by the end of 2011; recalls its opposition to any form of redeployment from the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) as proposed in the above-mentioned Commission proposal;
2. estime que le montant de référence privilégié figurant dans la proposition législative n'est pas compatible avec le plafond de la rubrique 1 a de l'actuel cadre financier pluriannuel 2007-2013 (CFP); prend acte de la proposition de la Commission de réviser l'actuel CFP sur la base des points 21 à 23 de l'accord interinstitutionnel du 17 mai 2006 entre le Parlement européen, le Conseil et la Commission concernant la discipline budgétaire et la bonne gestion financière (AII) pour tenir compte du financement complémentaire imprévu pour ITER pour les années 2012-2013; exprime sa volonté d'entamer des négociations avec l'autre branche de l'autorité budgétaire, sur la base de tous les moyens prévus dans l'AII, en vue de conclure un accord rapide sur le financement du programme de recherche Euratom d'ici la fin de l'année 2011; rappelle son opposition à toute forme de redéploiement du septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) , comme proposé dans la proposition de la Commission précitée;
