IN-CONTEXT TRANSLATIONS

Section 3 seeks views on the early policy priorities we intend to take forward, building on the Commission Communication "An Investment Plan for Europe"[2] including issues such as the implementation of the European Long-term Investment Funds (ELTIF) Regulation, high quality securitisation, credit information on SMEs, private placement and the review of the Prospectus Directive.

Proposes that the Commission, in conjunction with the EIB (in view of the quality of the latter’s human resources and its experience in financing major infrastructure), engage in a process of strategic analysis of investment funding, without ruling out any possible scenario, including subsidies, the release of sums subscribed by the Member States to the EIB’s capital, subscriptions by the European Union to the capital of the EIB, loans, innovative instruments, financial engineering tailored to long-term projects which are not immediately profitable, the development of guarantee systems, the creation of an investment section within the Union budget, financial consortia between European, national and local authorities, public-private partnerships, etc.;

Urges the EIB to provide more support for the building of the TEN-T network, with the aim of generating a leverage effect for more investment, from both the public and the private sector; considers that, here too, ‘project bonds’ can act as a complementary investment instrument alongside the budget in the TEN-T fund; urges that future investment be concentrated on cross-border sections of the TEN-T network in order to optimise the European added value generated;

I am pleased that we have nevertheless managed to adapt the funding mechanisms with the aim of guaranteeing the lever effect of the Community contribution by concentrating European funding on the border sections and by developing the incentive to have public-private partnerships, as well as through the funding and guarantees provided by the European Investment Bank.
Nous sommes néanmoins parvenus, et je m’en réjouis, à adapter les mécanismes de financement pour garantir l’effet levier de la contribution communautaire en concentrant les financements européens sur les sections frontalières, en développant l’incitation au Partenariat Public Privé, et par les financements et les garanties de la Banque Européen d’Investissement.

[78] At the end of Section 1.1, having established that the current health care system is not fiscally sustainable, this report said that there are three basic options from which Canadians must choose as they deliberate about the future of our health care system. These are: (1) the continued rationing of publicly funded health services, either by consciously deciding to make some services available and not others (that is, by delisting some services), or by allowing waiting lists to continue to grow; (2) increasing government revenue, either by raising taxes directly or through other means such as health care insurance premiums, so that the rationing of services can be reduced and waiting lines shortened; (3) making services available to those who can afford to pay for them by allowing a parallel privately funded tier of health services, while maintaining a publicly funded system for all other Canadians.
