I am wondering whether there is not a way that, either by the use of the two Speakers or by small committees of either House or a joint committee, an intermediate step could be used to get such budget approvals and have proper scrutiny for those officers of Parliament so that the approval of the Treasury Board and the secretariat might turn out to be pro forma, as is the case, I believe, with our own Commons and Senate budgets.
Je me demande si l'on ne pourrait pas faire appel aux présidents des deux Chambres ou à de petits comités de chacune des deux Chambres ou à un comité mixte pour décerner ces autorisations budgétaires en examinant correctement les demandes de ces hauts fonctionnaires du Parlement de sorte que le Conseil du Trésor et son secrétariat n'auraient plus qu'à approuver ces budgets pour la forme comme c'est le cas, je crois, pour nos propres budgets à la Chambre des communes et au Sénat.
