I therefore come to the conclusion, looking at the excellent report by Mr Garriga Polledo, that should there be an intergovernmental conference later this year, we have to make it a legally binding requirement for all Member States to produce national management declarations, because clearly the legal basis at this stage is insufficient and some Member States just slough it off and say that they do not worry because they are not concerned. But is concerns everybody.

Garriga Polledo, à la conclusion suivante: s’il doit y avoir une conférence intergouvernementale au cours de l’année, il nous faudra contraindre légalement les États membres à rentrer des déclarations nationales de gestion. En effet, la base juridique actuelle est évidemment insuffisante et certains États membres ne se préoccupent pas de la respecter et ne s’en inquiètent pas, au prétexte qu’ils ne seraient pas concernés.

To prevent this sort of thing from happening, we need determined effort and answers to the problems Mr Garriga Polledo referred to in his report. From the Union’s point of view, we are talking about a project costing billions of euros.
Pour faire obstacle à ce genre d’activité, il faut une action déterminée, et il faut régler les problèmes évoqués dans le rapport de M. Garriga Polledo. Du point de vue de l’Union européenne, c’est un projet qui porte sur des milliards d’euros.
