Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: A disorder in which the child, having previously made normal progress in language development, loses both receptive and expressive language skills but retains general intelligence; the onset of the disorder is accompanied by paroxysmal abnormalities on the EEG, and in the majority of cases also by epileptic seizures. Usually the onset is between the ages of three and seven years, with skills being lost over days or weeks. The temporal association between the onset of seizures and loss of language is variable, with one preceding the other (either way round) by a few months to two years. An inflammatory encephalitic process has been suggested as a possible cause of this disorder. About two-thirds of patients are left with a more or less severe receptive language deficit.

To have the preferential origin of a country, goods must be wholly obtained (e.g. grown, mined) there or, where this is not the case, have undergone sufficient processing there. At present the rules of origin define "sufficient processing" by way of a very long list of origin criteria that vary from product to product. These may be based on changes of tariff heading, value added, a specific processing requirement, the use of wholly obtained inputs or, frequently, a combination of the foregoing. Ministers meeting at the General Affairs Council in Luxembourg on 28-29 October have decided to appoint as the EU's envoy to the Peace Process Ambassador Miguel Angel Moratinos, who would have the following mandate: - to establish and maintain close contact with all the parties to the Peace Process, other countries of the region, the US and other interested countries, as well as relevant international organisations, in order to work with them in strengthening the Peace Process; - to observe peace negotiations between the parties, and to be ready to offer the EU's advice and good offices should the parties request this; - to contribute where requested to the implementation of international agreements reached between parties, and to engage with them diplomatically in the event of non-compliance with the terms of these agreements; - to engage constructively with signatories to agreements within the framework of the Peace Process in order to promote compliance with the basic norms of democracy, including respect for human rights and the rule of law; - to report to the Council's bodies on the possibilities for EU interventions in the Peace Process, and on the best way of pursuing EU initiatives and ongoing MEPP-related EU business including the political aspects of relevant EU development projects; - to monitor actions by either side which might prejudice the outcome of the permanent status negotiations.
