In order to implement the international agreements providing for the reduction or phasing out of import duties on processed agricultural products on the basis of specific agricultural products used or considered to have been used in the manufacturing of the processed agricultural products, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of the establishment of a list of those agricultural products which are to be considered to have been used in the manufacture of the processed agricultural products, the establishment of the equivalent quantities and the rules for the conversion of other agricultural products to equivalent quantities of the specific agricultural products considered to have been used, the elements necessary for the calculation of the reduced agricultural component and the reduced additional duties and the methods of that calculation, and the negligible amounts for which the reduced agricultural components and the additional duties on sugar and flour are to be fixed at zero.

Aux fins du présent règlement, un produit est considéré comme portant des indications se référant au mode de production biologique lorsque, dans l'étiquetage, la publicité ou les documents commerciaux, le produit, ses ingrédients ou les matières premières pour aliments des animaux sont caractérisés par les indications en usage dans chaque État membre, suggérant à l'acheteur que le produit, ses ingrédients ou les matières premières pour aliments des animaux ont été obtenus selon les règles de production énoncées à l'article 6, et en particulier par les termes ci-après ou leurs dérivés usuels (tels 'bio', 'éco', etc.) ou des diminutifs, seuls ou combinés, à moins que ces termes ne s'appliquent pas aux produits agricoles contenus dans les denrées alimentaires ou les aliments des animaux ou ne présentent de toute évidence aucun rapport avec le mode de production:

For the purposes of this Regulation a product shall be regarded as bearing indications referring to organic production methods where, in the labelling, advertising material or commercial documents, such a product or its ingredients is described by the indications in use in each Member State suggesting to the purchaser that the product or its ingredients have been obtained in accordance with the rules of production laid down in Articles 6 and 7 and in particular the following terms, unless such terms are not applied to agricultural products in foodstuffs or clearly have no connection with the method of production:

WHEREAS THE MOST USUAL INGREDIENTS OF COMPOUND FEEDING-STUFFS AND THOSE HAVING MOST EFFECT ON PRICE FORMATION ARE CEREAL PRODUCTS AND MILK PRODUCTS ; WHEREAS , THEREFORE , PROVISION SHOULD BE MADE FOR CALCULATING THE LEVY ON THESE FOODSTUFFS ON THE BASIS OF THEIR STARCH AND MILK PRODUCT CONTENT ; WHEREAS , HOWEVER , A STARCH CONTENT OF NOT MORE THAN 10 % NEED NOT BE TAKEN INTO ACCOUNT ; WHEREAS , WITH THIS METHOD OF CALCULATION , FEEDING-STUFFS MUST BE GROUPED UNDER TARIFF HEADINGS ACCORDING TO THE CONTENTS REFERRED TO ABOVE AND A STANDARD STARCH AND MILK PRODUCT CONTENT MUST BE TAKEN INTO ACCOUNT FOR EACH TARIFF HEADING ; WHEREAS THE LOWEST POSSIBLE STARCH CONTENT AND THE HIGHEST POSSIBLE MILK PRODUCT CONTENT SHOULD BE USED FOR THIS PURPOSE ; WHEREAS IN FACT MILK INGREDIENTS HAVE A MUCH GREATER EFFECT ON PRICE FORMATION THAN CEREAL INGREDIENTS ; WHEREAS THE CEREAL COMPONENT OF THE LEVY MAY BE DERIVED , ON THE BASIS OF THE STARCH CONTENT ASSUMED , FROM THE AVERAGE LEVY ON MAIZE , THAT BEING THE PRODUCT MOST COMMONLY USED IN THE MANUFACTURE OF COMPOUND FEEDING-STUFFS ; WHEREAS THE MOST USUAL MILK INGREDIENT OF COMPOUND FEEDING-STUFFS IS SKIMMED MILK POWDER ; WHEREAS , THEREFORE , THE LEVY ON THAT PRODUCT SHOULD BE USED TO CALCULATE THE MILK COMPONENT OF THE LEVY ; WHEREAS THE LEVY ON COMPOUND FEEDING-STUFFS MUST INCLUDE A FIXED COMPONENT FOR THE PROTECTION OF THE PROCESSING INDUSTRY AND WHEREAS THAT COMPONENT IS LIKELY TO OFFSET THE DISPARITY BETWEEN COMMUNITY PRICES AND WORLD MARKET PRICES FOR PRODUCTS OTHER THAN CEREALS AND MILK PRODUCTS WHICH MAY BE USED IN COMPOUND FEEDING-STUFFS ;
