Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). In this context, the ISA 2 Programme should tie in with programmes and initiatives contributing to the modernisation of public administrations, such as the DAE, and related networks such as the European Public Administration Network (EUPAN), seek synergies with them and contribute to knowledge-building in public administrations.

A new Union programme on interoperability solutions and common frameworks for European public administrations, businesses and citizens (the ‘ISA2 programme’) is therefore needed to develop, maintain and promote a holistic approach to interoperability in order to eliminate fragmentation in the interoperability landscape and avoid electronic barriers in the Union; to facilitate efficient and effective electronic cross-border or cross-sector interaction between European public administrations on the one hand, and between European public administrations and businesses and citizens on the other; to identify, create and operate interoperability solutions supporting the implementation of Union policies and activities; and to facilitate the re-use of interoperability solutions by European public administrations.

Emphasises that, if the harmonious development of the Union and the smooth functioning of Union programmes is to be ensured, these structures need modern administrative and management capacities in order to formulate informed and interlinked forward-looking strategies, which should also include issues specific to the regions, and thereby contribute to the quality and effectiveness of different policies in various fields; stresses that the existing decision-making mechanisms and administrative processes should be assessed with a view to establishing whether the administration needs to be modernised; points out, however, that any increase in capacity should not involve the creation of new mechanisms or institutions but that existing administrative processes should be used more effectively as part of forward-looking strategies; takes the view that, if the harmonious development of the Union and the smooth functioning of Union programmes is to be ensured, the Member States require modern administrative and management capacities; takes the view that particular attention should be paid to Member States which record delays and low absorption rates over the programming period 2007-2013;

Stresses that any further cut to 2012 administrative appropriations within Section III, including to the administrative support expenditure lines (former BA-lines), might have an adverse impact on the implementation of programmes, in particular in view of the new EU tasks following the entry into force of the Lisbon Treaty; insists that the savings resulting from reduced administrative support expenditure remain within the corresponding programmes' financial envelopes for enhanced delivery on the ground; emphasises, furthermore, that while EU competences keep on increasing, this trend is not sustainable in the long term and will have an adverse impact on the swift, regular and effective implementation of EU actions and programmes;

Assistance may also be used to cover the costs of actions linked to preparation, follow-up, control, audit and evaluation directly necessary for the administration of the programme and the attainment of its objectives, in particular studies, meetings, information and publicity, expenses linked to informatics networks aiming at information exchange, as well as any other expenses for administrative and technical assistance of which the Commission can avail itself for the administration of the programme.

(9) The CECIS should be set up on the basis of a global implementation plan (GIP) as part of the PROCIV-NET project conducted and financed in the context of a programme for the interchange of data between administrations, the IDA programme as provided for in Decision No 1719/1999/EC of the European Parliament and the Council of 12 July 1999 on a series of guidelines, including the identification of projects of common interest, for trans-European networks for the electronic interchange of data between administrations (IDA)(4), as last amended by Decision No 2046/2002/EC(5), and Decision No 1720/1999/EC of the European Parliament and of the Council of 12 July 1999 adopting a series of actions and measures in order to ensure interoperability of and access to trans-European networks for the electronic interchange of data between administrations (IDA)(6), as last amended by Decision No 2045/2002/EC(7).

However, it should be noted that most of the needs will be financed from the Socrates, Leonardo da Vinci and MediaPlus programmes and the budgets already allocated to these programmes, without increasing these budgets (both the operating appropriations for the programmes and the appropriations for administrative expenditure are concerned; if it should prove necessary to augment these administrative appropriations on account of the Action Plan this would be done by transfer, within the limits of the overall allocations for the programmes).
