In order to permit an efficient procedure for the setting-up of an ERIC, it is necessary for the entities willing to set up an ERIC to submit an application to the Commission which should assess, with the help of independent experts, which may include ESFRI, whether the proposed research infrastructure is in conformity with this Regulation.

The criteria will be those assessing qualitative aspects of the proposers (researchers/organisations) and their potential for further progression, including where appropriate their implementing capacity; the quality of the proposed activity in scientific training and/or transfer of knowledge terms; the Community added value and the structuring effect of the proposed activity in terms of contribution to the objectives of the specific programme and Work Programme.
Ces critères permettront d'apprécier les qualités des proposants (chercheurs ou organisations) ainsi que leur potentiel de progrès additionnels, et notamment, en fonction des besoins, leur capacité de mise en œuvre, la qualité de l'activité proposée en termes de formation scientifique et/ou de transfert de connaissances, la valeur ajoutée communautaire et l'effet structurant de l'activité proposée au regard de sa contribution aux objectifs du programme spécifique et du programme de travail.

Each EMRP project consortium shall be invited (unless it has already introduced a proposal for researcher and excellence grants when submitting a proposal for an EMRP project as described in the seventh paragraph of section A (b)) to launch, within three months of the date of entry into force of the EMRP project contract, a call for proposals to identify potential beneficiaries and propose to EURAMET e.V. to award them a researcher excellence and/or a researcher mobility grant.

The Commission is funding research projects in support of critical infrastructure protection in the Preparatory Action for Security Research[2] (2004-2006), and has planned more substantial activities in the area of security research in its proposal for a Decision of the Council and the European Parliament concerning the 7th EC Research Framework Programme (COM(2005)119 final)[3] and its proposal for a Council Decision concerning the Specific programme “Cooperation” implementing the Seventh Framework Programme (COM(2005)440 final).

One of the weak points identified in research in the European Union is its poor application and yet the European Commission's proposed overall budget does not respond to the need for a bold increase in funding and, unfortunately, the Committee on Industry, despite proposing research activities, has not increased the budget.

If, in addition to the research framework programme, there was a second body in the form of this proposed research foundation, Europe could meet the challenges of the 21 century in a much more flexible and effective way.
