Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). IN-CONTEXT TRANSLATIONS

The Communication outlines six quality criteria: transparency and honesty, authority, privacy and data protection, updating of information, accountability, and accessibility. It states the need to tailor these criteria according to particular audiences and describes the methods of implementing quality criteria including codes of conduct, self applied codes or quality labels, user guidance tools, filtering tools, and third party quality and accreditation systems. The Communication invites Member States and national and regional health authorities to implement the quality criteria, develop information campaigns, localise available information, and exchange information on how quality standards are implemented. It also notes that consideration will be given to the possibilities of establishing a system of recognisable Community seals of approval for Internet sites as part of the implementation of the European Union public health programme.

Mr. Joe Fontana: Mr. Chairman, in light of the fact that most of this information is deposited somewhere—I heard Statistics Canada or CTA is gathering all of this information.Rather than putting it into legislative form or regulatory form, perhaps what we might do as a committee is have, as an attachment to the bill, a special note to the minister and/or the CTA that on basic fares—and we'll have to determine whether or not we pick 20 or 30 or 40 pairings—within six months from the passing of the bill, that the CTA, and correct me if that's not the proper authority, provide that information to this committee; and that this committee will undertake in six months a study strictly on pricing and fares, with that information that's going to be provided for us, so that it will be the accountable or transparent or public forum by which we ourselves can be satisfied that there haven't been any undue price increases by virtue of a monopoly and/or dominant carrier or so on.
