While nothing in this Regulation prevents Member States from continuing to apply their respective individual approval systems, the Commission should report to the European Parliament and the Council on the operation of these national systems, based on information provided by Member States, in order to reconsider the question of whether to submit a legislative proposal for the harmonisation of the individual approval system at Union level.
Dès lors qu'aucune disposition du présent règlement n'empêche les États membres de continuer à appliquer leurs systèmes de réception respectifs, la Commission devrait présenter au Parlement européen et au Conseil un rapport sur le fonctionnement de ces systèmes nationaux, sur la base des informations fournies par les États membres, afin de réexaminer s'il y a lieu de soumettre une proposition législative en vue de l'harmonisation des différents systèmes de réception à l'échelle de l'Union.

For the purposes of determining whether it is appropriate, in cases of self-interest or self-review, that a statutory auditor or audit firm should not carry out statutory audits, so as to safeguard the statutory auditor's or audit firm's independence, the factors to be taken into account should include the question whether or not the audited public-interest entity has issued transferable securities admitted to trading on a regulated market within the meaning of point 14 of Article 4(1) of Directive 2004/39/EC of the European Parliament and of the Council of 21 April 2004 on markets in financial instruments .
