3. Where it is established that the obligation referred to in Article 3(2) of Regulation (EC) No 1122/2009 cannot be ensured in 2014, the Member State concerned shall, further to the measures to be taken in accordance with paragraph 1 of this Article, provide, at national or regional level, for the obligation of beneficiaries applying for aid under any of the direct payment schemes in 2015 to re-convert land into land under permanent pasture.
3. Lorsqu’il est établi que l’obligation visée à l’article 3, paragraphe 2, du règlement (CE) no 1122/2009 ne peut pas être garantie en 2014, l’État membre concerné, à la suite de mesures prises conformément au paragraphe 1 du présent article, prévoit, au niveau national ou régional, l’obligation pour les bénéficiaires présentant une demande d’aide au titre de l’un des régimes de paiements directs en 2015, de réaffecter des terres au pâturage permanent.

2a. Where it is established that the ratio referred to in paragraph 2 has decreased by more than 5 % at regional or sub-regional level or where applicable at national level, the Member State concerned shall provide for obligations at the level of the individual farmer to reconvert land into land under permanent grassland for those farmers who have land at their disposal which was converted from land under permanent pasture or permanent grassland into land for other uses during a period in the past to be defined by means of a delegated act in accordance with Article 55.
2 bis.
