The only thing I would say is that a paper one can say a lot of really defamatory things if it's just handed around, but once it gets posted on a government site there's some legitimacy to it.
Le seul commentaire que j'aimerais faire c'est que l'on peut faire toutes sortes d'affirmations diffamatoires sur un bout de papier mais le fait que le texte soit affiché sur un site du gouvernement donne une certaine légitimité à de telles affirmations.
