In order to obtain an authorization or a warrant to enter a dwelling house, a peace officer must demonstrate to a judge or justice that he or she has reasonable grounds to believe that the person sought is or will be in the dwelling; and the officer must have reasonable grounds to arrest that person, whether the arrest is made on the basis of a pre-existing warrant or on the basis of the law.
