Human rights defenders: individuals, groups or organisations that promote and protect in a peaceful manner the universally recognised human rights, namely civil, political, economic, social and cultural rights, including the rights of individuals belonging to indigenous peoples.

Calls on the Philippines, as one of the countries having been granted GSP+ status by the EU, to ensure effective implementation of all the core international conventions relating to human and labour rights, the environment and good governance, as listed in Annex VIII to Regulation (EU) No 978/2012; recognises that the Philippines have strengthened their human rights legislation; calls on the Philippines to continue fostering further progress in the promotion of human rights, including the publication of the National Action Plan for Human Rights, as well as in the elimination of corruption; expresses particular concern with regard to the repression faced by activists who are peacefully campaigning to protect their ancestral lands from the impact of mining and deforestation; recalls that under the GSP+ beneficiaries will have to prove that they are implementing their obligations concerning human rights, labour, environmental and governance standards.

Notes the release of local human rights defenders in Cuba; deeply regrets the fact that the Cuban Government refuses to recognise human rights monitoring as a legitimate activity, denying legal status to local human rights groups; notes with concern that the detention of human rights defenders in the country is also a grave human rights violation; calls on the Government of Cuba not to exile political prisoners and to give them the freedom to leave and to travel back to Cuba without being arrested;

Urges the Russian authorities to do everything in their power to ensure the protection of human rights defenders, as affirmed in the UN Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to Promote and Protect Universally Recognised Human Rights and Fundamental Freedoms; calls in particular on the responsible authorities to create circumstances that allow Memorial and other human rights organisations to resume their activities in Chechnya in a safe environment; welcomes the return of the confiscated archive of Memorial in St Petersburg following the raid on 4 December 2008;
2. presse les autorités russes de faire tout ce qui est en leur pouvoir pour garantir la protection des défenseurs des droits de l'homme, telle qu'affirmée dans la déclaration des Nations unies sur le droit et la responsabilité des individus, groupes et organes de la société de promouvoir et protéger les droits de l'homme et les libertés fondamentales universellement reconnus; invite en particulier les autorités compétentes à créer les conditions permettant à "Memorial" et aux autres organisations de défense des droits de l'homme de reprendre leurs activités en Tchétchénie dans un environnement sûr; se félicite de la restitution des archives confisquées à l'organisation "Memorial" à Saint-Pétersbourg suite à la descente du 4 décembre 2008;

9. Expresses strong concern at the fact that the principle of the universality of human rights is being increasingly put at risk, as is illustrated in particular by the attempts on the part of certain countries to introduce limits to well-recognised human rights, such as freedom of expression, or to interpret human rights against a cultural, ideological or traditional background; calls on the EU to remain vigilant vis-à-vis these attempts and to strongly defend the principles of the universality, indivisibility and interdependence of human rights;
9. se déclare fortement préoccupé par le fait que le principe de l'universalité des droits de l'homme soit de plus en plus remis en cause, comme l'illustrent en particulier les tentatives de certains pays d'introduire des limites à des droits humains bien reconnus, tels que la liberté d'expression, ou d'interpréter les droits de l'homme en fonction d'un contexte culturel, idéologique ou traditionnel; invite l'Union à rester vigilante vis-à-vis de ces tentatives et à défendre vigoureusement les principes de l'universalité, de l'indivisibilité et de l'interdépendance des droits de l'homme;

DECLARING that effective action to prevent and combat trafficking in persons, especially women and children, requires a comprehensive international approach in the countries of origin, transit and destination that includes measures to prevent such trafficking, to punish the traffickers and to protect the victims of such trafficking, including by protecting their internationally recognised human rights,
