The very important point I am about to make is that it struck me as very wrong because there is one thing I would have changed in the bill. I would have changed it to immigration and citizenship instead of the other way around simply because immigration is the body of this country.

I would simply like to say that if we came away from this place today at the end of a debate, which has not lasted long, but which has taught us a lot, if we came away with some sort of unanimity recognizing that your suggestion is very wise, that we should all discuss time allocation motions, that we should all discuss means that might be put forward in order to limit the opposition's ability to impede the work of the House but that could as well allow us to discuss the government's right to move files along, we would see this parliament as balanced.
Je voudrais simplement dire que si nous sortions de cette salle aujourd'hui, au terme d'un débat qui n'a pas été très long mais au cours duquel on a appris beaucoup, si nous pouvions sortir dans une unanimité en nous disant que votre suggestion est extrêmement sage, que nous devrions tous discuter des motions d'attribution de temps, que nous devrions tous discuter des moyens qui risquent d'être mis de l'avant pour limiter la capacité de l'opposition de bloquer les travaux de la Chambre, mais aussi qui pourrait nous permettre de discuter du droit du gouvernement de faire avancer les dossiers, je crois que c'est dans l'équilibre qu'on reconnaît la Constitution d'un grand Parlement.
