IN-CONTEXT TRANSLATIONS

With regard to the application of point (ii) of point (b) of Article 5(2) Regulation No 233/2014 of the European Parliament and of the Council of 11 March 2014 establishing an instrument for development cooperation for the period 2014-2020 at the time of entry into force of that Regulation, the following partner countries are considered eligible for bilateral cooperation, as exceptional cases, including in view of the phasing out of development grant aid: Cuba, Colombia, Ecuador, Peru and South Africa.

Welcomes the Council's proposals for launching human rights dialogues with a number of Latin American countries; underlines that those dialogues should go hand in hand with firm, concrete and tangible demands in respect of human rights matters, which will equally impose obligations on the EU institutions in their relations with the countries concerned; stresses the desirability of including the countries of Central America; notes the signing of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights by the Cuban government in February 2008; calls for those Covenants to be ratified without any reservations; asks the Cuban government to release all political prisoners and to honour the rights protected in the signed treaties; notes the Council's decision of 20 June 2008 to lift the informal sanctions with regard to Cuba; notes that the Council will decide in 2009 whether to pursue the political dialogue with Cuba, depending on whether or not there have been significant improvements as regards human rights;

Recalls that, with regard to Cuba, the above-mentioned Common Position adopted in 1996 and periodically renewed reflects the roadmap for peaceful transition to democracy, remains fully in force and is not the subject of controversy in the European institutions; regrets that, to date, there has been no significant improvement as regards human rights; notes the Council's decision of 20 June 2008 to lift the informal sanctions with regard to Cuba whilst calling on that country to free all political prisoners immediately and unconditionally, to facilitate access to prisons and to ratify and implement the International Covenant on Civil and Political Rights; notes that the Council will decide in a year's time whether to pursue the political dialogue with Cuba. depending on whether or not there have been significant improvements as regards human rights; recalls that the Council's position is also binding on the European Union institutions as regards dialogue both with the Cuban authorities and with the representatives of civil society; reiterates its position with regard to the Sakharov Prize winners Oswaldo Payá Sardiñas and the group known as "Damas de Blanco" ("Ladies in White");

Calls on the Council Presidency to focus on countries of particular concern as regards human rights; in particular, encourages the Council to fully implement the European Union Guidelines on Human Rights Defenders and to allocate additional resources for projects under the EIDHR, in particular for promoting democracy in Belarus, Burma, Cuba, Eritrea, Laos, North Korea, Uzbekistan, Vietnam and Zimbabwe; considers that the conception and implementation of those projects should not be conditional on the consent or cooperation of the respective regimes;
