(49) In order to ensure uniform conditions for the implementation of this Regulation as regards exports and certain general provisions, implementing powers should also be conferred on the Commission in respect of measures on the treatment of refund certificates by the Member States and the exchange of information and the specific administrative assistance between the Member States as regards the refund certificates, measures on the fixing of the global amount allocated to small exporters and the individual threshold of exemption from the presentation of refund certificates, measures on the issuing of replacement refund certificates and duplicate refund certificates, measures limiting the amounts for which refund certificates may be issued, rejecting amounts applied for in respect of those certificates and suspending the lodging of applications for refund certificates where amounts that exceed available amounts fixed on the basis of the commitments resulting from international agreements, are applied for, necessary procedural rules and technical criteria for the application of other measures with regard of exports, measures on fixing the applicable duty in case of direct offsetting in preferential trade and the related amounts payable on exports to the country or region concerned, measures ensuring that processed agricultural products declared for export under a preferential trade agreement are not in fact exported under a non- preferential agreement or vice versa , measures concerning the methods of qualitative and quantitative analysis of processed agricultural products and non-Annex I goods, the technical provisions necessary for their identification and the procedures for the purpose of their classification in the Combined Nomenclature.

(33) Where pursuant to Regulation (EU) No 1308/2013 measures with regard to the export of an agricultural product are adopted and the export of non-Annex I goods with a high content of the agricultural product is likely to hinder the achievement of the objectives of those measures, the power to adopt acts in accordance with Article 290 TFEU should be delegated to the Commission in respect of providing for equivalent measures to be taken with regard to exports of those non-Annex I goods, while complying with any obligations resulting from international agreements .
(33) Lorsque, en vertu du règlement (UE) n° 1308/2013, des mesures concernant l'exportation d'un produit agricole sont adoptées et que l'exportation de marchandises hors annexe I contenant une part importante du produit agricole en question est susceptible d'entraver la réalisation de l'objectif de ces mesures, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité, visant à établir des mesures équivalentes pour les exportations de ces marchandises hors annexe I, tout en respectant toutes obligations découlant des accords internationaux .

Calls on the States Parties, with regard to export controls and the application of Article 6 (Prohibitions) and Article7 (1a-iv) (Export and Export Assessment) of the ATT, to pay greater attention to goods which may be used for both civilian and military purposes, such as surveillance technology, and similarly to spare parts and products suitable for use in cyber warfare or for non-lethal human rights abuses, and suggests exploring the possibility of extending the scope of the ATT to include arms exports-related services and dual-use goods and technology;
8. invite les États parties, dans le cadre du contrôle des exportations et de l'application de l'article 6 (Interdictions) et de l'article 7, paragraphe 1 (Exportation et évaluation des demandes d'exportation), du traité, à accorder une plus grande importance aux biens qui peuvent être utilisés à des fins aussi bien civiles que militaires, tels que les technologies de surveillance, ainsi qu'aux pièces détachées et aux produits auxquels il est possible de recourir lors d'une cyberguerre ou de violations non mortelles des droits de l'homme, et propose d'envisager la possibilité d'élargir le champ d'application du traité aux services liés aux exportations d'armements et aux biens et technologies à double usage;
