If implemented at all levels, the Strategy will ultimately contribute to improve the quality of the urban environment, making cities more attractive and healthier places to live, work and invest in, and reduce the adverse environmental impact of cities on the wider environment, for instance as regards climate change.

6. Where financial instruments provide support to final recipients in respect of infrastructure investments with the objective of supporting urban development or urban regeneration or similar infrastructure investments with the objectives of diversifying non-agricultural activities in rural areas, such support may include the amount necessary for the reorganisation of a debt portfolio regarding infrastructure forming part of the new investment, up to a maximum of 20 % of the total amount of programme support from the financial instrument to the investment.

Although there are major differences at the level of national legislations, as regards the urban transport and the land use planning, the European Community institutions could get actively involved in coordinating the durable urban development and, first of all, the development of urban transport services and submit efforts to ensure the efficient dissemination of good practices.

3. Following the communication entitled "Sustainable urban development in the European Union: a framework for action" [COM(1998) 605 final], this Decision of the Council and of the European Parliament puts in place a Community framework for cooperation to define, exchange and implement good practices with regard to sustainable urban development and in the framework of Agenda 21.
Suite à la communication "Cadre d'action pour un développement urbain durable dans l'Union européenne" [COM(1998) 605 final], la présente décision du Conseil et du Parlement européen met en place un cadre communautaire de coopération encourageant la conception, l'échange et la mise en œuvre de bonnes pratiques en matière de développement durable urbain et dans le cadre de l'agenda 21.

Exchanging experience and good practice with regard to urban development and the economic and social regeneration of urban areas is a key component of the Urban II Community Initiative. This exchange of information will be facilitated by developing methods for quantification and appropriate performance indicators, which could be inspired by the Urban Audit.
L'échange d'expériences et de bonnes pratiques en matière de développement urbain et de régénération économique et sociale des zones urbaines est une composante essentielle de l'Initiative communautaire URBAN II. La mise en place de méthodes de quantification et d'indicateurs de performance appropriés, qui pourront s'inspirer de l'Audit urbain, facilitera ce mécanisme d'échanges d'information.
