Regarding commitments outstanding, the amount of which at the end of 2000 is increasing, the Council notes the efforts of the Commission, which undertook a thorough review of "old" and "sleeping" commitments, and at the end of 1999 drew up an action plan to reduce the overhang of RAL; it hopes that these appropriations will therefore be decommitted as part of the Commission's actions and in accordance with the current regulations.

The Council, while noting the fact that the revenue and expenditure account and the consolidated balance sheet faithfully reflect the revenue and expenditure for the financial year at 31 December 2000, remains concerned by the persistence of recurring errors and inadequacies which led the Court to express reservations on the subject, particularly as regards information on advances and payments on account, the overstatement of commitments still outstanding, "off-balance-sheet" commitments corresponding to legal obligations that have not been the subject of the required budgetary commitments and the lack of budgetary commitments.
Le Conseil, tout en prenant note du fait que les comptes de gestion et le bilan consolidé reflètent fidèlement tant les recettes et les dépenses de l'exercice que la situation financière au 31 décembre 2000, reste préoccupé par la persistance d'erreurs et d'insuffisances récurrentes qui ont conduit la Cour à émettre des réserves à ce propos, notamment en matière d'informations relatives aux avances et aux acomptes, de surestimations des engagements restant à liquider, des engagements «hors bilan» correspondant aux obligations juridiques n'ayant pas fait l'objet de l'engagement budgétaire requis et d'absence d'engagements budgétaires.

The European Council noted with satisfaction that progress made by Romania in implementing the acquis and commitments entered into as regards, in particular, Justice and Home Affairs and Competition, made it possible to formally close all of the outstanding chapters with this candidate on 14 December 2004 and accordingly looked forward to welcoming it as a member from January 2007.

With regard to compliance with Community standards in accordance with Article 33l(2a) and (2b) of Regulation (EC) No 1257/1999, expenditure relating to payments outstanding in respect of commitments to beneficiaries undertaken by the final date of eligibility for expenditure of the current programming period shall be eligible under the EAFRD in the new programming period, provided that the rural development programme for the new programming period makes a provision for such expenditure.
