Takes the view that developing and supporting a genuine civil society is a prerequisite for any progress; deplores the difficult situation of NGOs in some Central Asian states, whose activities are continuously hampered by governments; stresses that the EU must continue to support civil society, both through financial assistance and by ensuring visibility (via fora and consultation), which would help to build up a participatory democracy; is of the opinion that the EU should regard civil society as a partner in contributing to sustainable societies, social stability and the promotion of the EU's values and standards;
26. considère que l'émergence et le soutien d'une véritable société civile sont une condition préalable à tout progrès; déplore la situation difficile des ONG dans certains États d'Asie centrale, dont les activités sont continuellement entravées par les gouvernements; souligne que l'Union doit continuer à soutenir la société civile, aussi bien en l'aidant financièrement qu'en veillant à sa visibilité (par le biais de forums et de consultations), ce qui contribuerait à l'établissement d'une démocratie participative; est d'avis que l'Union doit considérer la société civile comme un partenaire pour mettre en place des sociétés durables, appuyer la stabilité sociale et promouvoir les valeurs et les normes européennes;

She then stressed that, "Although the situation with regard to the Constitutional Treaty may have changed, the logic and considerations it led to have not, particularly in regard to the democratic life of the Union, specifically the participation of civil society and civil society organisations through the civil dialogue".

Mr. Gordon Peeling: With regard to working with civil society, this industry is now involved with the International Development Research Centre in working on a mining policy initiative throughout Latin America and the Caribbean with regard to working hand in hand with civil society groups in that area, both environmental and of a social nature, to look at the relationship of the mining industry with regard to communities, impacts, and benefits.
