This year Members have again proposed a reduced number of potential pilot projects and preparatory actions, most of which concern extensions of previously approved measures, namely the "Atlantic Forum for the EU Atlantic Strategy", "Towards a common regional identity, reconciliation of nations and economic and social cooperation including a Pan-European Expertise and Excellence Platform in the Danube macro-region", "Enhancing regional and local cooperation through the promotion of EU regional policy on a global scale", "The definition of governance model for the European Union Danube Region – better and effective coordination", as well as "Supporting Mayotte, or any other territory potentially affected, with the switchover to outermost region status ".

The Commission was informally consulted on the need to extend the pilot projects and preparatory actions currently in force, having supported the continuation of the preparatory actions entitled “Enhancing regional and local cooperation through the promotion of EU regional policy on a global scale”, and "The definition of governance model for the European Union Danube Region – better and effective coordination", as well as the pilot project entitled “Towards a common regional identity, reconciliation of nations and economic and social cooperation including a Pan-European Expertise and Excellence Platform in the Danube macro-region”.

16. Guided by the principle of subsidiarity, and seeing the enormous potential for cooperation at local and regional level, underlines the considerable importance of creating an effective, multilevel structure for cooperation through the promotion of sectoral partnerships involving regular meetings of the policy-makers responsible, which will strengthen the responsibility shared between the various partner entities while safeguarding the organisational sovereignty of the Member States and regions; in this respect, calls for the cross-border cooperation mechanisms established at local and regional level to be improved, developed and strengthened;
16. souligne, compte tenu du principe de subsidiarité et des vastes possibilités de coopération aux niveaux local et régional, qu'il est primordial de mettre en place une structure de coopération efficace à plusieurs niveaux, en soutenant les partenariats sectoriels, notamment par l'organisation de rencontres périodiques avec les responsables politiques compétents, ce qui permettra de renforcer la responsabilité partagée entre les différentes entités partenaires tout en préservant le droit souverain d'organisation des États membres et des régions; invite dans cette optique à améliorer, développer et renforcer les mécanismes de coopération transfrontalière mis en place aux niveaux local et régional;

Welcomes the initiative of creating a Black Sea Euroregion aimed at fostering regional cooperation through cooperation among regional and local actors; stresses the importance of bottom-up projects and of cross-border cooperation at local level in the process of building a genuine space of democracy and effective governance in the Black Sea area;

Pursuant to point (c) of Article 3(2) of Regulation (EC) No 1083/2006 the European territorial cooperation objective aims at strengthening cross-border cooperation through joint local and regional initiatives and transnational co-operation by means of action conducive to integrated territorial development linked to Community priorities.
