Across the ACP countries, numerous regional organisations have emerged and some have become key actors in international relations, with the African Union, the Pacific Islands Forum and Cariforum especially strengthening their respective role, as well as sub-regional organisations in Africa including amongst others ECOWAS and SADC.

27. Is concerned at the lack of any significant progress in tackling corruption and organised crime, and in particular about the high rates of organised crime in the north of Kosovo; notes that corruption and organised crime are widespread in the region and also represent an obstacle to Kosovo’s democratic, social and economic development; stresses that Kosovo needs to make it a priority to provide concrete evidence of results in tackling organised crime and corruption; considers that a regional strategy and enhanced cooperation between all the countries in the region are essential for tackling these issues more effectively, in particular as regards improvements to border surveillance and efforts to tackle the trafficking and exploitation of women and minors, notably those who are victims of sexual exploitation or forced begging; urges the central and local-level institutions to provide concrete results in fighting organised crime, trafficking of human beings, and drugs and weapons trafficking; stresses the importance of a comprehensive, multi-disciplinary and victim-oriented approach with unhindered access to assistance, support and protection for victims; regrets the fact that high-level corruption and organised crime have been left largely untouched by EULEX;

We have linked the objective of liberalising trade to the need to take greater account of the legitimate demands of civil society and developing countries. We have played a central role in enlarging the World Trade Organisation in order to encourage more effective world governance. We have geared our cooperation and development and our humanitarian programmes above all towards the reduction of poverty. We have strengthened our links with other regions of the world, such as Latin America or Asia, and have assisted in new regional integration processes, such as the African Union.
Nous avons uni l’objectif de la libéralisation des échanges à la nécessité de mieux prendre en considération les demandes légitimes avancées par la société civile et par les pays en voie de développement; nous avons joué un rôle central dans l’élargissement de l’Organisation mondiale du commerce pour favoriser une gouvernance mondiale plus efficace; nous avons orienté nos programmes de coopération et de développement ainsi que nos programmes humanitaires essentiellement sur la réduction de la pauvreté; nous avons renforcé les liens avec d’autres régions du monde, comme l’Amérique latine ou l’Asie, et aidé de nouveaux processus d’intégration régionale, comme l’Union africaine.

In this context I should like to highlight some of the changes taken up by the rapporteur and approved by the Committee on Agriculture and Rural Development concerning the regions that I know best, the Azores and Madeira. For instance: the eligibility of traditional varieties for the purposes of vineyard restructuring, including premiums for the grubbing-up of those varieties; maintenance of the supplement to the special premium for the fattening of bovine animals, so as to encourage farmers who have no more milk quota to change over to beef and ensure that the added value of fattening does not leave the region in the form of very young cattle for export; the flexibility of granting aid for the marketing of plants and flowers without the need to draw up annual contracts with producers’ organisations, which would be impossible in view of the inadequate organisation of agriculture in these regions; the extension of aid to the marketing of potatoes for human consumption; the increase in production rights and premiums for strategic productions, such as suckler cows, bovine animals for fattening, or sugar beet; improvement of the special supply arrangement with the inclusion of certain raw materials essential for the competitiveness of the compound feedingstuff production sector and consequently for the livestock sector.
Dans ce contexte, je voudrais souligner certains amendements retenus par le rapporteur et approuvés par la commission de l'agriculture, notamment en ce qui concerne les Açores et Madère, que je connais le mieux, comme par exemple : l'éligibilité des cépages traditionnels en vue de la restructuration viticole, y compris les primes d'arrachage de ces variétés ; le maintien du complément à la prime spéciale pour l'engraissement des bovins, de manière à motiver les éleveurs qui n'ont plus de quota laitier à se reconvertir dans la production de viande et assurer que les plus-values à l'engraissement ne sortent pas de la région sous forme d'exportation de bovins très jeunes ; la souplesse de l'attribution des aides à la commercialisation de plantes et fleurs sans devoir passer des contrats de campagne avec les organisations de producteurs, ce qui s'avérerait impossible vu le degré d'organisation insuffisante de l'agriculture dans ces régions ; l'élargissement des aides à la commercialisation de la pomme de terre de consommation ; l'augmentation des droits de production et de primes pour les productions stratégiques, comme les vaches allaitantes, l'engraissement des bovins ou la betterave sucrière ; l'amélioration du régime spécial d'approvisionnement avec l'inclusion de certaines matières premières fondamentales pour la compétitivité du secteur de la fabrication d'aliments composés pour animaux et par conséquent pour le secteur de l'élevage.

These include the considerable lack of public awareness, to which I have already referred, the low take-up in relative terms by employers’ organisations, the very high national imbalance in the participation of the various Member States, a fact which is disturbing and unacceptable, some shortcomings that have been noticed with regard to the web site, specifically in terms of its multilingual nature, which serves to provide an equal basis for all European citizens, and the absence of any mention of the outermost regions. We therefore also request that particular attention be paid in future to these regions’ specific problems in this field.

– (FR) Madam President, Commissioner, ladies and gentlemen, after the market organisation in wine and olive oil we now have the market organisation in fruit and vegetables, which is also of concern to the southern countries. In fact, the majority of speakers have been Spanish. Our friend and colleague, Mr Jové Peres, has produced an excellent report, which deals with a subject that is both extremely serious and extremely symbolic. It is serious not only because of the numbers involved – almost two million families, or 500 000 jobs are, as we have already heard, affected – but also because, behind the failure of the 1996 reform, there are nevertheless women, men and rural regions which, Mr Fischler, the European Commission has deliberately condemned.
- Madame la Présidente, Monsieur le Commissaire, mes chers collègues, après l'OCM sur le vin et l'huile d'olive, l'OCM sur les fruits et légumes qui intéresse aussi les pays du Sud - d'ailleurs, pratiquement seuls des collègues espagnols sont intervenus - et avec l'excellent rapport de notre ami, notre collègue Jové Peres qui porte sur un sujet très grave et très symbolique, grave non seulement à cause des chiffres - près de deux millions de familles ou 500 000 emplois sont, comme on l'a dit, concernés - mais également parce que derrière l'échec de la réforme de 1996, il y a tout de même des femmes, des hommes et des régions rurales que la Commission européenne, Monsieur Fischler, a volontairement condamnés.
