The Convention on pan-Euro-Mediterranean preferential rules of origin lays down provisions on the origin of goods traded under the relevant trade agreements concluded between the following parties: the European Union, the participants in the Barcelona Process (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey and the Palestinian Authority), the EFTA States (Iceland, Norway, Switzerland and Liechtenstein), the Faroe Islands and the participants in the Stabilisation and Association Process (Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro and Serbia, as well as Kosovo under UNSC Resolution 1244/99).

The new Convention on pan-Euro-Mediterranean preferential rules of origin brings together all the various rules of origin of goods traded under the relevant trade agreements concluded between the following parties: the European Union, the participants in the Barcelona Process (Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey and the Palestinian Authority), the EFTA States (Iceland, Norway, Switzerland and Liechtenstein), the Faroe Islands and the participants in the Stabilisation and Association Process (Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro and Serbia, as well as Kosovo under UNSC Resolution 1244/99), thus facilitating the use of Pan-Euromed cumulation of origin by adopting one single and simplified instrument.

When Articles 8 and 10 of this Annex are applied, the evidence of originating status, in accordance with the provisions of the relevant free trade agreement between the Union and the country concerned, shall be satisfied on the basis of the proofs of origin established by the relevant free trade agreement.

The EU Party, having examined the relevant legislation of each of the Republics of CA Party considers that this legislation, by providing protection periods of at least five years for pharmaceutical products and ten years for agricultural chemical products, affords a satisfactory level of protection that corresponds to the relevant international obligations entered to by the Republics of the CA Party including Article 39 of the WTO TRIPS Agreement, Article 15.10 of The Dominican Republic - Central America - United States Free Trade Agreement and for Panama Article 15.10 of the United States-Panama Trade Promotion Agreement.

Points out that the negotiations for a Multi-Party Trade Agreement between the EU and Colombia and Peru have come to a positive conclusion; notes that Bolivia has decided to withdraw the claim it presented to the Andean Community Court of Justice regarding the Multi-Party Trade Agreement; calls therefore on the relevant parties to move towards a future Association Agreement negotiated with all the countries of the Andean Community;

Is therefore convinced that certain commercial initiatives, such as a possible agreement on the Paneuromed system of cumulation of origin between Israel and the Palestinian Authority, as well as with other Euromed partners of the region, and the recognition by both parties of the relevant trade agreements with the European Union, may give the right impetus to the development of trade between the two sides which will have a positive impact on the current peace process;
