Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. (27) The Commission should be empowered to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union, in order to determine the procedures under which AIFM managing portfolios of AIF whose assets under management do not exceed the threshold set out in this Directive may exercise their right to be treated as AIFM covered by this Directive. These delegated acts may also specify the criteria to be used by competent authorities to assess whether AIFM comply with their obligations as regards their conduct of business, the type of conflicts of interests AIFM have to identify, as well as the reasonable steps AIFM are expected to take in terms of internal and organizational procedures in order to identify, prevent, manage and disclose conflicts of interest. They may specify the risk management requirements to be employed by AIFM as a function of the risks which the AIFM incurs on behalf of the AIF that it manages as well as any arrangements needed to enable AIFM to manage the particular risks associated with short selling transactions, including any relevant restrictions that might be needed to protect the AIF from undue risk exposures. La Commission réexamine l'application de la présente directive et, au plus tard le [indiquer une date] et au plus tard le [indiquer une date], elle soumet au Parlement européen et au Conseil un rapport sur l'expérience acquise et sur les progrès réalisés dans la création d'un marché intérieur de l'électricité complet et pleinement opérationnel, afin de leur permettre d'examiner, en temps utile, la possibilité d'adopter des dispositions visant à améliorer encore le marché intérieur de l'électricité. Ce rapport examine notamment dans quelle mesure les exigences relatives à la séparation et à la tarification prévues par la présente directive ont permis de garantir un accès équitable et non discriminatoire au réseau d'électricité de la Communauté. Le rapport examine également les dispositions non liées aux dispositions de la présente directive qu'il pourrait s'avérer nécessaire d'adopter en matière d'harmonisation.

STATE OF HEALTH IN THE EUROPEAN COMMUNITY - COUNCIL CONCLUSIONS "THE COUNCIL OF THE EUROPEAN UNION, welcomes the Commission's report of 19 July 1995 on the state of health in the European Community; notes that, as the report was prepared before the accession of the new Member States, no information on them is included; notes with satisfaction the Commission's intention of submitting regular reports on the state of health; emphasizes the need for cooperation to this end with the international organizations responsible for public health; considers that the preparation of reports containing comprehensive and accurate information on health status, determinants of health and health-related activities throughout the Community provides a way in which to help improve public knowledge and understanding of major health problems in the Community and of the action and programmes being undertaken at Community and Member State levels; considers that these reports should provide useful information to be used in the planning of measures to be undertaken at Community level as well as for the evaluation of those already being carried out; agrees to consider further, in the context of the Commission's proposal for the adoption of a programme of Community action on health monitoring, inter alia: - the objective and format of future reports; - the sources of data to be used; - the frequency of their publication; - how they might be used as a basis for determining priorities for Community action".
